Washington -- Following is the text of a statement made on April 6 by
State Department Spokesman Richard Boucher under the title "U.S. and
Ukraine Discuss Establishment of Science and Technology Center in Ukraine":

The United States and Ukraine held preliminary talks on April 2, 1992, aimed
at establishing a science and technology center in Ukraine to serve as a
clearinghouse for proposals for civilian projects for weapons scientists
and engineers in Ukraine.  The United States has pledged to seek 10 million
dollars from existing Department of Defense funds to launch this
initiative.  Our objective is to establish this center as quickly as
possible since a significant number of the former Soviet Union's weapons
scientists and engineers -- particularly those involved in the development
and production of ballistic missile systems -- are in Ukraine.
Proceeding as we have in the establishment of the International Science and
Technology Center (ISTC) that will be located in Russia, the U.S. is now
discussing this proposal with other nations to build broad international
support and funding for the science and technology center in Ukraine.
Dr. Robert L. Gallucci, Senior Coordinator in the Office of the Deputy
Secretary of State, met with Ukrainian scientists and government officials
on April 2 and both sides committed to producing an international agreement
to establish the center as soon as possible.
The science and technology center in Ukraine, which will be separate and
independent from, but cooperate with, the ISTC in Russia, will help provide
appropriate civilian work for weapons scientists and engineers of the
former Soviet Union in order to reduce the incentives for these individuals
to engage in activities that could lead to the proliferation of weapons of
mass destruction.
