In response to media reports alleging that "the Armament Bureau's drone tender specifications do not meet operational requirements," the Ministry of National Defense stated today (September 6) that the ROC Armed Forces employ joint intelligence, surveillance, and reconnaissance measures to monitor enemy threats and utilize various unmanned systems, troops, and firepower to counter adversaries. The Armament Bureau, in accordance with operational requirements, is openly procuring various types of drones to uphold the principle of defense self-reliance and comprehensively enhance national defense capabilities.
he Ministry of National Defense noted that, guided by the military strategy of "resolute defense and multi-layered deterrence," the ROC Armed Forces divide operations into different phases, employing various unmanned systems, emerging technologies, and precision weapons to achieve the goal of progressively weakening the enemy's capabilities and intentions. Relevant plans have been incorporated into the joint operations plan, and the battlefield scenarios described in some media reports are based on personal analysis and speculation, not the content of operational requirements documents.
Regarding procurement operations, the Ministry of National Defense further clarified that the entire process complies with the Government Procurement Law, adopting methods such as "open tendering," "most advantageous tender evaluation," and "multiple award contracts" in accordance with regulations, and is currently in the stage of soliciting commercial information. The Armament Bureau will broadly accept suggestions from all sectors, establish diverse suppliers through a parallel award mechanism, and require domestic production (assembly) to foster the development of the domestic drone industry, refuting any claims of "private agreements with vendors to allocate budgets."
