
NSB Director-General Tsai and Minister of Foreign Affairs and Trade of the Republic of the Marshall Islands Kalani R. Kaneko Sign Letter of Intent on Security Cooperation

On the morning of June 4, NSB Director-General (DG) Ming-Yen Tsai and Mr. Kalani R. Kaneko, Minister of Foreign Affairs and Trade (MOFAT) of the Republic of the Marshall Islands, signed the Letter of Intent (LOI) on Security Cooperation. The LOI aims at strengthening the security partnership between the Marshall Islands and the Republic of China (Taiwan).
During DG Tsai's pre-visit security inspection for President Lai's visit to the Marshall Islands in November 2024, held under the theme "Smart and Sustainable Development for a Prosperous Austronesian Region," Marshallese President Hilda Heine delivered her remarks. She noted that, in response to external maritime threats and infiltration into the country, the Marshall Islands had established the National Security Office. Her Excellency Heine also proposed to jointly explore ideas for signing an LOI to expand bilateral cooperation in the fields of maritime awareness, cybersecurity, and countering foreign malign influence, so as to enhance the overall security capacity of the Marshall Islands.
In recent years, China has sought to influence political situations in the South Pacific through cyber intrusions and the spread of disinformation. Taiwan is deeply concerned about the hybrid threats faced by her diplomatic allies. Thus, Taiwan is also actively engaging in cooperation with the Marshall Islands and other partner nations to enhance cybersecurity defense capabilities and counter China's cognitive warfare.
In her state visit to Taiwan, Her Excellency Heine designated Foreign Minister Kalani R. Kaneko to represent the government of the Marshall Islands in signing the LOI with DG Tsai, marking a new chapter in Taiwan-Marshall Islands security cooperation. Both sides will continue to plan and push forward a wide range of initiatives, including intelligence sharing, capacity-building programs, and joint operations. Both countries strive to make use of such efforts to safeguard regional security and stability, as well as counter threats posed by external hostile forces.
Also in attendance of the event were Ambassador Steve Hsia, Senator and Chairman of the Committee on Foreign Affairs and Trade, Nitijela, Hon. Joe Bejang, and Secretary of MOFAT, Ms. Isabela Silk.
