Taipei, March 19 (CNA) The appointment of Zhang Zhijun as the new director of China's Taiwan Affairs Office (TAO) signals a shift in China's approach to Taiwan from 'steady' to 'comprehensive' engagement, a former opposition Democratic Progressive Party (DPP) lawmaker said Tuesday.

Exchanges between the DPP and the Communist Party of China will be part of this engagement, Kuo Cheng-liang was quoted as saying by the Hong Kong China News Agency, which reported that Zhang will attend a seminar on cross-Taiwan Strait relations in China's Fujian Province March 22.

Kuo told the agency that he, Chen Sung-shan -- a former chief of ex-President Chen Shui-bian's office -- and Wu Tse-chia, vice chairman of my-formosa.com, an online newspaper, will attend the seminar as observers.

All three will attend as media professionals and will neither speak nor join discussions, Kuo said.

The seminar is being organized by the TAO's Center on Cross-strait Relations.

Scholar Hsieh Min-chieh and Chu Cheng-chi, chief executive of the DPP's Taipei chapter, will also attend as representatives of the Taiwan Reform Foundation, which is headed by former DPP Chairman Frank Hsieh.
