Premier calls for 'resolute action' to make all necessary changes

Taipei, Sept. 23 (CNA) Premier Sean Chen on Sunday urged his Cabinet members to immediately take "resolute action" to make all necessary changes in their lines of duties.
The premier made his calls during a two-hour Cabinet meeting in the wake of a legislative vote Saturday on an opposition motion calling for his ouster because of the poor economic performance of his Cabinet. The motion was defeated after the ruling Kuomintang caucus rallied behind him, but gave him three months to improve the executive team's overall performance.
Chen told his Cabinet members not to wait three months but rather "act now" to review all aspects of their administrative work and take "resolute action" to change whatever needs to be changed, said Hu Yu-wei, the Executive Yuan spokesman. In regards to criticism that what the government has done for the people has often not been palpable to them, Hu quoted the premier as saying it is important to communicate well with the parliament, with the media and with the general public. "While we must thank them for their kind criticisms, we must also correct incorrect criticisms," the premier was quoted as saying by his spokesman.
Chen instructed the executive team to follow its publication of August unemployment data the following day with an analysis of the meaning of the numbers and an explanation of the government's action plan to address the issue. The premier in particular demanded his Cabinet team to come up with a concrete action plan by the end of this month to increase the momentum for Taiwan's economic development.
The Council for Economic Planning and Development (CEPD) should be responsible for drawing up the action plan while the Research, Development and Evaluation Commission should manage to track and evaluate all steps of its implementation, according to Chen.
He further demanded that the CEPD put forth by mid-October a new measure to attract Taiwanese investors currently doing business in mainland China back to Taiwan -- by offering them incentives to invest in their home country.
As to a planned measure for a pilot project on free trade zones, a proposal must be presented ahead of the November deadline, Chen told the CEPD.
The Ministry of Economic Affairs, which supervises the operation of Taiwan Power Co., should come up with a comprehensive proposal for a floating price structure on electricity rates within three months, said the premier.
He cited the Taoyuan Aerotropolis project as an example of team spirit that involves several central government departments as well as local governments.
Now that the blue print for the Aerotropolis project has been completed, it calls for close cooperation and coordination among different government agencies to put it into practice, Chen said.
The government has decided to pour NT$336.6 billion (US$11.44 billion) into the project.
He used the analogy of winning a baseball game to explain what he meant by team spirit.
"We must not ignore the importance of winning a game because our players have been showing off their individual skills to win nice-play awards," Hu quoted Chen as reminding his team players not to lose a game that can be won.
