'One ROC, two areas' allows peaceful cross-strait dialogue: MAC

Taipei, June 1 (CNA) The notion of "one Republic of China, two areas" reflects the political reality and has served as the basis of peaceful cross-Taiwan Strait relations, Chang Hsien-yao, deputy head ofthe Mainland Affairs Council said Friday.
The term is in line with the Constitution's definition of the cross-strait situation and therefore justifies the Taiwan government's approach to relations with China, Chang said.
The formula also applies to the cross-strait status quo as defined in the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Chang said. It allows Taiwan and China to set aside their differences and seek common ground, he said.
Under the principle of "one Republic of China, two areas," Taiwan and China were able to reach an understanding of "mutual denial of each other's sovereignty rights and mutual non-denial of each side's authority to govern," Chang said.
"Such a consensus is necessary for peaceful cross-strait relations, which is crucial to maintaining peace in the Asia-Pacific region," he said at an academic forum at Chinese Culture University.
The notion of "one Republic of China, two areas" was highlighted in President Ma Ying-jeou's inauguration speech on May 20.
Ma said at the time that the formula is "an eminently rational and pragmatic definition," and that "when we speak of 'one China,' naturally it is the Republic of China."
In response, Beijing said earlier this week that it was not surprised by Ma's reference to "one Republic of China, two areas" in his inaugural speech.
"The fact that the two sides belong to one China has not changed," said Yang Yi, director of China's Taiwan Affairs Office at a regularnews briefing.
