Taipei, March 26 (CNA) The concept of "one country, two areas" as a basis for cross-Taiwan Strait relations is unlikely to be formulated into a national policy, the head of the National Security Bureau (NSB) said Monday.

NSB Director Tsai De-sheng was referring to a statement made by a senior ruling Kuomintang (KMT) representative during a meeting with Chinese President Hu Jintao last week that aroused controversy.

Wu Poh-hsiung, a KMT honorary chairman, told Hu in Beijing that President Ma Ying-jeou's "one country, two areas" guideline has helped improve cross-Taiwan Strait relations.

Tsai said he had not exchanged views with Wu prior to his visit or discussed related issues in any meetings.

"I think it is not likely to be formulated into a national policy," Tsai said, adding that he has yet to collect information on China's attitude on the issue.

But Tsai also said related issues should not be put aside as the two sides of the Taiwan Strait are moving forward.

Taiwan should encourage those with wisdom to make proposals, Tsai said, but he did not want to see the government touch the issue, preferring that it be "left to private think tanks."
