Navy censured for flaws in risk mitigation

Taipei, Sept. 16 (CNA) The Control Yuan censured the Navy Command Headquarters Friday for flaws in its emergency response mechanism because two soldiers drowned after falling overboard on the same patrol warship in separately incidents.

This is the second censure against the Navy since March 2010.

According to a written statement issued by the government watchdog agency, a corporal surnamed Lin fell overboard and drowned from the Hsin Chiang patrol boat of the Naval Fleet Command's 131 flotilla on March 22, 2010.

Another incident happened on the same ship on April 7 of this year, causing the death of Chen Ping-chan, another corporal.

The Control Yuan censured the Navy after each incident.

Citing Hsiao Wei-min, head of the 131 flotilla, the statement said the officer claimed during a probe by Control Yuan inspectors that they had taken measures to improve the boat's accident control and prevention system in the wake of the March 2010 tragedy.

The latest event showed they have not done enough to perfect the improvement, he acknowledged, promising an in-depth self-review, the statement said. (By Sophia Yeh and Elizabeth Hsu) enditem/ly
