Taipei, Jan. 12 (CNA) The Mainland Affairs Council (MAC) , Taiwan's top agency on China affairs, gave the cold shoulder Wednesday to a proposal by China that the two sides of the Taiwan Strait should hold military negotiations.

"There is no need for us to respond again this time, since China has not changed its basic stance" since the last response, the MAC said, referring to the latest call by a Beijing official earlier in the day for cross-strait talks on military issues.

The MAC has said on various occasions that China should first dismantle or remove its missiles targeting Taiwan before any cross-strait talks on confidence building measures (CBMs) -- which would include military issues -- can be held.

Answering questions on the cross-strait military imbalance, Fan Liqing, a spokeswoman for the Taiwan Affairs Office under China's State Council, said at a press conference in Beijing that both sides could discuss military and security issues in future negotiations.

On whether China's test flight of its stealth fighter a day earlier will prompt Taiwan to purchase more weapons and military equipment from the United States, which might block military exchanges between Beijing and Washington, Fan said China opposes any country selling arms to Taiwan.

She said China hopes Taiwan will value what she described as the "hard won" warming cross-strait relations. (By Charles Kang & Bear Lee) ENDITEM/J
