New defense minister appointed

Taipei, Feb. 23 (CNA) Premier Chang Chun-hsiung has appointed former Vice Defense Minister Tsai Ming-shian to replace Minister of National Defense Lee Tien-yu, who resigned earlier in the day, Executive Yuan Secretary-General Chen Chin-jun announced Saturday.
Tsai, 67, who holds a Ph.D. degree from the California Western
School of Law, was previously a two-term legislator and has also
served as a deputy representative to the United States.
