U.N. SECRETARIAT'S DECISION ON TAIWAN'S BID CALLED 'UNACCEPTABLE'

    New York, July 23 (CNA) The U.N. Secretariat's decision to turn down Taiwan's request to join the world body under the name of "Taiwan" is unacceptable, the head of Taiwan's representative office in New York said Monday.

    Kenneth K.M. Liao, director of the Taipei Economic and Cultural Office in New York, said the U.N. Secretariat should refer Taiwan's request to the Security Council and the General Assembly, instead of rejecting the request on its own.

    Liao blamed U.N. Secretary-General Ban Ki-moon for failing to follow the U.N. Charter in dealing with Taiwan's request made in a letter signed byTaiwan President Chen Shui-bian and submitted to the U.N. Secretariat with the sponsorship of Taiwan's diplomatic allies Swaziland and the Solomon Islands on July 19.

    Furthermore, Liao said that U.N. Resolution 2758, which was adopted in 1971 and which replaced the Republic of China on Taiwan with the People's Republic of China as the sole representative of China in the United Nations, did not deal with the question of the representation of the people of Taiwan in the world body.

    The diplomat in charge of pushing Taiwan's U.N. bid made the comments after the U.N. Office of Legal Affairs said in a brief statement posted on the U.N. Web site Monday that it had returned the letter containing Taiwan's request based on U.N. Resolution 2758.

    The Republic of China on Taiwan has tried without success to re-enter the United Nations since 1993. This year marks the first time that it has changed tactics by bidding to join the world body under the name "Taiwan."
