ARMS PROCUREMENT PROPOSAL NOT DELAYED: MND

Taipei, April 4(CNA) The U.S. government did not quote a price until 2004 for the weapons it decided to sell to Taiwan in 2001, said the Ministry of National Defense (MND) Tuesday, stressing that it had not delayed a proposal for arms procurement.
The MND held a press conference to respond to questions about delays in introducing the arms procurement bill that were raised by the opposition Kuomintang Chairman Ma Ying-jeou during his meeting with President Chen Shui-bian Monday.
The MND did not propose the arms deal nine days before the recess of a Legislative Yuan session with a view to having it passed during that session, Vice Admiral Liang Kung-kai, director general of the MND's Strategic Planning Department, said.
He said that instead of a special budget, MND has changed its plan to acquire the three major items through regular annual budgets.
For this year, the MND has proposed a NT$5.6 billion addendum budget for the arms procurement package which will be presented to the Legislative Yuan after being approved by the Executive Yuan, he added.
