Taipei, Jan. 13 (CNA) President Chen Shui-bian told a delegation of Japanese parliamentarians Friday that Taiwan and Japan should further upgrade their substantive relationship through the establishment of a quasi-military alliance.

Receiving the delegation led by Katsutsugu Sekiya, a member of Japan's House of Councilors, at the Presidential Office, Chen said China's military expansion is something that no country in the Asia-Pacific likes to see since it poses a threat to the region.

Sekiya, who has served as Japan's construction minister and posts and telecommunications minister, asked Chen whether Taiwan would like to host the 2006 congress of the Asia-Pacific Parliamentarians Union (APPU).

The president replied that Republic of China on Taiwan was willing to fulfill its obligation as a founding member of the APPU, and that were Thailand not ready to host the 2006 congress, Taiwan will be glad to play host and hold the meeting at an early date.
