JUST-PASSED REFERENDUM BILL CAN BE DELIBERATED: LEGISLATURE HEAD

Taipei, Nov. 28 (CNA) The referendum bill passed late Thursday can be deliberated again by the legislators before the bill is finalized next Tuesday, Legislative Yuan President Wang Jin-pyng said Friday. There were some minor flaws during legislation process, although these were overcome during the third reading, Wang said. The landmark referendum bill will allow referendums on Taiwan's status, but this area will be restricted to use only for "defensive" purposes in case of an attack by mainland China. To the ruling Democratic Progressive Party's chagrin, both of the referendum bill versions crafted by DPP heavyweight legislator Trong Chai and the Executive Yuan, respectively, were not passed, while the one proposed by the opposition "pan-blue alliance" was adopted after three readings. Complaining that there were "explicit flaws" in Thursday's legislation process, the DPP legislators threatened Friday to overturn the bill and said they will seek an explanation of the Constitution from the Council of Grand Justices in this regard. Wang noted that the DPP lawmakers are welcome to file for a constitutional explanation to see whether Thursday's passage of the referendum bill is illegal and unconstitutional or not. Meanwhile, Premier Yu Shyi-kun said Friday that his office will decide on whether to try to overturn the newly passed bill after it receives the relevant formal documents from the Legislative Yuan.
