Text: Yugoslavia Urged to Accede to Chemical Weapons Pact
(Declaration issued by Special Coordinator of Stability Pact) (370) Eight southeastern European states have reaffirmed their commitment to prevent the proliferation of weapons of mass destruction and have called upon the Federal Republic of Yugoslavia "to accede to the Chemical Weapons Convention in order to demonstrate its commitment to the world-wide elimination of this weapon of mass destruction," according to a declaration issued by the Special Coordinator of the Stability Pact for South Eastern Europe, Bodo Hombach. Following is the text of the declaration: (begin text) Special Coordinator of the Stability Pact for South Eastern Europe Brussels, Belgium November 18, 1999 DECLARATION ON THE CHEMICAL WEAPONS CONVENTION As a regional contribution to the objectives of the Stability Pact for South Eastern Europe, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Croatia, the Republic of Hungary, the former Yugoslav Republic of Macedonia(1), Romania, and the Republic of Slovenia reaffirm their commitment to prevent the proliferation of weapons of mass destruction. They in particular call attention to the need for universal adherence to, and full implementation of, the Chemical Weapons Convention (CWC), the most recent arms control/nonproliferation agreement to enter into force. They will carry out their obligations, beginning with submission of the required declarations, establishment of a national authority, and passage of implementing legislation. Noting that the Director-General of the CWC implementing body (the OPCW) has declared that accession by the Federal Republic of Yugoslavia (FRY) to the CWC would enhance regional stability, and has asked member states of the CWC to assist his efforts to persuade the FRY to accede, they call upon the FRY to accede to the Chemical Weapons Convention in order to demonstrate its commitment to the world-wide elimination of this weapon of mass destruction.
