Vice Custodian of Two Holy Mosques Chairs Cabinet's Session

Jeddah, Dhu-Al-Qa'dah 22, 1438, August 14, 2017, SPA -- Vice Custodian of Two Holy Mosques Prince Mohammed bin Salman bin Abdulaziz Al Saud chaired the Cabinet's Session which was held at Al-Salam palace in Jeddah today.
At the outset of the meeting, the Vice Custodian of Two Holy Mosques briefed the Cabinet on the results of the audience the Custodian of Two Holy Mosques King Salman bin Abdulaziz Al Saud held for King Mohammed VI of Morocco, the contents of the telephone call King Salman received from President Emmanuel Macron of France, whereas they reviewed ways of combating terrorism and extremism, agreed on the importance of exerting more effort to dry up the sources of terror and affirmed the keenness of the two countries on the security and stability of the region. The Vice Custodian of Two Holy Mosques also briefed the Cabinet on his meeting with the Iraqi minister of petroleum Eng. Jabbar Al-Loaibi, reiterating the keenness of the government of the Kingdom of Saudi Arabia on the stability of Iraq and its determination to further boost relations with it in all fields in a way that benefits the two countries' peoples.
In a statement to SPA following the meeting, Dr. Awwad bin Saleh Al-Awwad, Minister of Culture and Information, explained that the Cabinet continued its review of the preparedness of all ministries and sectors participating in the service of pilgrims, confirming the importance of providing the utmost levels of comfort, reassurance and security for all visitors of the two holy mosques and other sacred places, confirming, in this regard, the absolute rejection of the Kingdom of Saudi Arabia of all calls targeting politicizing Hajj, what so ever, as pilgrims and Umrah performers are guests of God Almighty who will meet their calls if they called Him and forgive them if they appealed to him.
The Cabinet forwarded thanks to and appreciation of the Vice Custodian of Two Holy Mosques for his donation worth SR23 million in support of charities in Riyadh region at his own expense, benefiting 11680 males and females belonging to 14 charitable associations, a gesture which comes as part of Prince Mohammed bin Salman bin Abdulaziz Supportive Project for Charities all over the Kingdom, emanating from his belief of the importance of their role in enhancing and supporting individuals of the society, conducing to a positive social impact on this non-profit sector and increasing its contribution through supporting social-oriented projects and programs.
The Cabinet took note of the graduation ceremony under the patronage of Vice Custodian of the Two Holy Mosques of the first batch of Imam Mohammad bin Saud Islamic University associate students enrolled on the university's off-class developed program as they are serving as soldiers stationed in the determination storm and the restoration of hope operations in the southern border, appreciating the role of the soldiers in action, their determination to continue studying from distance and keenness on educational attainment as they are honored of defending their homeland at its borders.
The minister pointed out that Cabinet lauded the achievement scored by the State budget for the second quarter of fiscal year 1438/1439 H., citing its noticeable positive performance through syphoning more revenues along with improving public expenditure efficiency and reducing the fiscal deficit while maintaining the level of basic services being provided for citizens as priorities of government spending. The Cabinet lauded report on the improvement in the performance of public finances of the state, confirming the progress made in a balanced financial performance in the medium term, as well as the effectiveness of the reforms and economic measures, included in the national transformation program within the vision of the Kingdom 2030, which contributed to pumping more non-oil revenues.
The Cabinet expressed the Kingdom's strong condemnation of the terrorist attacks that targeted Al-Arish town in the Arab Republic of Egypt, Mirza Olang village of northern Afghanistan, the explosion in a market in the Pakistani city of Quetta, and the terrorist attack in a restaurant in Ouagadougou, capital of Burkina Faso, reaffirming the solidarity of the Kingdom and its support for those States against all forms of terrorism and extremism, and offering condolence to the families of the victims, governments and peoples of those countries, wishing the inured a speedy recovery.
The Cabinet also expressed condemned the stampede incident in the suburb of Luvalois-Péré in Paris, reiterating the Kingdom's solidarity with the French government and people.
Dr. Awwad bin Saleh Al-Awwad said that the Cabinet reviewed the topics on the agenda of its meeting, including the subjects co-studied by the Shura Council and concluded the following:
The Cabinet authorized the Minister of Health, who is also the Chairman of the Health Services Council, or his deputy, to discuss with the Tunisian side a draft memorandum of understanding on cooperation in health fields between the Saudi Center for Health Facilities Accreditation in Saudi Arabia and the National Commission for Accreditation in the Health Sector in the Republic of Tunisia, sign it, and then submit the final version, to complete formal procedures.
The Cabinet approved a memorandum of cooperation between the Ministry of Civil Service in the Kingdom of Saudi Arabia and the Office of Personnel Management in the United States of America, signed in Washington DC on 25/1/1438 H.
The Cabinet approved a memorandum of understanding in the fields of consumer protection, control of goods and services between the Ministry of Commerce and Investment in the Kingdom of Saudi Arabia and the Ministry of Commerce of the People's Democratic Republic of Algeria, signed in Riyadh on 15/2/1438 H.
The Cabinet approved a memorandum of understanding on bilateral political consultations between the Ministry of Foreign Affairs of Saudi Arabia and the Ministry of Foreign Affairs of the Republic of Federal Nigeria, signed on 15/5/1437 H.
The Cabinet approved an arrangement between the Ministry of Labor and Social Development of the Kingdom of Saudi Arabia and the Ministry of Labor and Social Affairs of the Socialist Republic of Vietnam in the field of employment of domestic workers, signed in Riyadh on 27/11/1435 H.
The Cabinet approved the special regulations for the consideration of the approval of applications submitted by agricultural stock companies on condition that:
1- The Ministry of Environment, Water and Agriculture shall supervise the preparation of a modern survey of the lands handed over to the agricultural joint stock company. It shall assign a specialized consulting office at the expense of the company to determine the area to be owned after removing non-cultivated areas with coordinates, lengths, angles and refractories.
The Ministry shall study the company's recent aerial photographs of the agricultural activity and their conformity on the ground and the Ministry shall determine the unlicensed wells, in order to take necessary legal measures.
The Ministry shall determine the areas and types of existing and future plantations and their types, and the plans of the Company in this regard, in accordance with the Cabinet's Resolution No. (335) dated 9/11/1428 H, concerning the rules and procedures for rationalizing water consumption and regulating its use in agricultural fields, in all cities, in the Kingdom of Saudi Arabia, as well as the decision of the Cabinet No. (66) dated 25/2 / 1437H, regarding suspension of cultivation of fodder, in a period not exceeding three years.
The company is required to prepare an operational plan for its current and future products, provided that the Ministry studys and approves the plan.
If it becomes clear to the Ministry that the company has exceeded the land outside what has been handed over from the ministry and deal in accordance with the decisions, orders and instructions for the infringement of government land.
The Cabinet approved the minutes of the establishment of the Saudi-Iraqi Coordinating Council and delegated the Minister of Trade and Investment, in his capacity as chairman of the Saudi side to the Saudi-iraqi Coordinating Council, to sign the record form.
The Cabinet decided that the Board of Directors of the Social Development Bank shall assume the functions and responsibilities of the Board of Directors of the Social Charity Fund and the General Director of the bank shall assume the assignments of the Director General of the Fund, in accordance with the Fund's Regulations and Instructions.
The Cabinet decided to amend Articles (6), (10) and (11) of the organization of Radio and TV Commission issued by the Cabinet's decision No. (302) dated 11/9 / 1433 H., as follows:
Amending of Article (6) to be read as follows:
"1. The Commission shall have a Board of Directors comprising the following:
Minister of Culture and Information as Chairman
- representative of the Ministry of the Interior as member
- representative of the Ministry of Foreign Affairs as member
- representative of the Ministry of Finance as member
- representative of the Ministry of Culture and Information as member
- a representative of the Ministry of Communications and Information Technology as member
- two experts in the field to be appointed by the Cabinet on the nomination of the Minister, with one-time three years membership.
The government agencies' representatives shall be appointed on no less than the 14th rank or the equivalent thereof, with the Minister having the right to select his deputy from among them.
The remunerations of the Cabinet members shall be set by the Cabinet.
Amending Article (10) to be read as follows:
The Organization shall have an Executive Chairman, who will be appointed and relieved of office by the Board of Directors, who will also determine his remunerations and other financial advantages.
Replacing the phrase "Chairman", mentioned in Article 11 by the phrase "Chief Executive".
The Council of Ministers instructed the establishment of the General Authority for Military Industries, to have legal personality and financial and administrative independence. The new authority will be assigned to organize the military industries sector, develop and control its performance. To reach its objectives, it will have the right to do whatever. Its board of directors will be headed by the Deputy Premier with the memberships of each of the minister of energy, industry and mineral resources, minister of finance, minister of commerce and industry, chairman of the board of directors of the Saudi Company for Military Industries and representatives of each of the ministries of defense, interior and national guard as well as three experts in the field.
The Council of Ministers appointed the following:
Dr. Ahmed bin Hussein Al Al-Sheikh and Dr. Mohammed bin Issa Al-Dabbagh, as members of the Board of Directors of the General Authority for Survey, for a period of three years.
Dr. Saad bin Abdulaziz Al-Mubayed (member of the private sector) as member of the Board of Directors of the General Survey Authority for a period of three years.
Dr. Abdullah bin Salman Al-Salman and Dr. Adel bin Shaheen Al-Dosari, two experts, Eng. Zaki bin Mohammed Farsi, member of the private sector will keep holding their previous memberships.
The Cabinet approved promotions to 14th rank and the post of Minister Plenipotentiary as follows:
1- Eng. Saeed bin Khalid bin Said Kadasa to the post of the Director General of the Saudi Building Code, at the Ministry of Municipal and Rural Affairs.
2 - Khalid bin Sulaiman bin Ibrahim bin Dayel to the post of Geological Expert, at the Ministry of Energy, Industry and Mineral Resources.
3 - The following are pomoted to the post of Minister Plenipotentiary, at the Ministry of Foreign Affairs:
- Alawi bin Saeed bin Alawi Tamar.
- Faisal bin Hanif bin Hijab Al-Qahtani.
- Ahmed bin Ali bin Hamad Al Abdali.
- Faisal bin Ibrahim bin Mohammed Al-Ghamdi.
The Cabinet was also briefed on a number of general issues on its agenda, took note of them and put forward the appropriate instructions.
