Meeting of the Military-Industrial Commission

During a working visit to the Perm Territory, Vladimir Putin held a meeting of the Military-Industrial Commission of the Russian Federation at the Motovilikha Plants.

President of Russia Vladimir Putin: Good afternoon, colleagues.

We are holding a Military-Industrial Commission meeting to discuss several issues.

The first one concerns the appointment of general designers for the development of weapons, military, and special-purpose equipment, and heads of priority technological areas.

Another issue concerns progress of drafting a new State Armament Programme and providing it with resources, and progress of drafting a new State Programme for the Defence-Industrial Complex, and providing it with resources.

I would like to begin by saying that today marks Gunsmith Day in Russia. I would like to congratulate all employees of the legendary Ural-based Motovilikha Plants, where we are now, on the occasion of this holiday, and congratulate all former and current employees of our country's defence industry on their professional holiday. Russia - we often mention it, but today we can say so with confidence, since we are aware of the way our defence industry operates - takes pride in the achievements of the defence industry designers, engineers, managers, and workers who create dependable and effective weapons and equipment, contribute to strengthening the defence capability and security of our Motherland, and maintain the balance of power around the world.

Importantly, young specialists working in the defence industry cherish and multiply the traditions of their predecessors.

Over the past years, the output of highly sought-after weapons and equipment that is used to address the needs of the special military operations has increased exponentially, and their performance specifications have significantly improved based on knowledge from their use in combat.

I would like to specifically note that, in addition to defence enterprises, the "people's defence industry," that is, small and medium-sized enterprises, small and medium businesses, and high-tech companies, is participating in creating and improving weapons and equipment.

I would like to thank Russian gunsmiths for their honest and responsible work and wish you and your families good health and continued success.

We have just reviewed the production facilities of Motovilikha Plants, including modern developments in barrel and rocket artillery, various unmanned systems, and other models of weapons and military equipment.

Continuing the theme of aircraft engine manufacturing discussed at the recent meeting in Samara, the management of United Engine Corporation reported and demonstrated ongoing bench tests of advanced engine prototypes.

The entire range of products presented today by Perm-based enterprises and their partners represents a significant contribution not only to defence capability but also to strengthening our country's industrial and scientific potential.

This year, we have held a series of meetings to examine priorities and parameters for developing Army and Navy weapons systems. Today, we will continue this work and discuss in detail progress in drafting the State Armament Programme for 2027-2036, as well as the State Programme for Developing the Defence Industry. Particular attention will be paid to resource allocation.

I would like to reiterate that currently, during the special military operation, defence industry capacities are operating at maximum load. At the same time, we must plan more clearly and for the long term the production of civilian and dual-purpose goods at defence enterprises. Moreover, prior to the start of the special military operation, strong momentum had been achieved in diversifying the defence industry, creating an extensive basis - a substantial, solid foundation. This must also be taken into account when formulating new state programmes.

Today, we will approve candidates, as I mentioned earlier, to be vested with the authority of lead designers and heads of priority technological directions for developing weapons and military equipment. These are specialists with extensive professional and executive expertise. I am confident that all tasks they face will be implemented promptly and with excellent results and quality.
