Press release on the upcoming visit of Minister of Foreign Affairs of the Republic of Indonesia Sugiono to Russia

On June 17, Minister of Foreign Affairs of the Republic of Indonesia Sugiono will pay a working visit to Russia.

There are plans to hold talks with Foreign Minister Sergey Lavrov. During the upcoming visit the parties are to exchange opinions on a wide range of issues of bilateral relations as well as on major international and regional problems.

The year 2025 marks the 75th anniversary of diplomatic relations between the two countries (February 3, 1950). Their bilateral interaction is based on the Declaration on the Foundations of Friendly and Partner Relations between Russia and Indonesia in the 21st Century signed by President of Russia Vladimir Putin and President of the Republic of Indonesia Megawati Sukarnoputri in Moscow on April 21, 2003.

Russia and Indonesia have established a regular political dialogue, including at the highest level. In 2006, Indonesian President Susilo Bambang Yudhoyono visited Russia, and in 2007, President of Russia Vladimir Putin paid a return visit to Jakarta. In May 2016 in Sochi and June 2022 in Moscow, Vladimir Putin held talks with Indonesian leader Joko Widodo, and in July 2024 with Indonesian President-elect Prabowo Subianto in Moscow. Meetings between the leaders of the two countries were also organised on the sidelines of APEC summits in 2011, 2012, 2013 and 2014, G20 summits in 2012 and the EAS summit in 2018.

Foreign ministers regularly coordinate their positions on a wide range of issues, both bilaterally and at various international platforms. Foreign Minister Sergey Lavrov visited Jakarta on working visits in 2017 and 2021. In March 2018, Indonesian Foreign Minister Retno Marsudi paid a return visit to Russia. In 2022-2023, the two countries' foreign ministers held talks on the sidelines of the Third Ministerial Conference of Afghanistan's Neighbouring Countries (Tunxi, China), the G20 Foreign Ministers' Meeting (Bali, Indonesia), the 77th session of the UN General Assembly (New York, USA), the 17th East Asia Summit (Phnom Penh, Cambodia) and ASEAN events (Jakarta, Indonesia). In January and July 2024, Sergey Lavrov and Retno Marsudi met on the sidelines of the UN Security Council meeting in New York and the ASEAN Foreign Ministers' Meeting in Vientiane.

On October 22-24, 2024, Minister of Foreign Affairs of the Republic of Indonesia Sugiono participated in BRICS events in Kazan. From 2025, Indonesia has become a full-fledged member of BRICS.

A mechanism for ministerial consultations at the level of deputy foreign ministers and department heads remains operational.

Inter-parliamentary and inter-party exchanges are actively maintained. Speaker of the Federation Council of the Federal Assembly of Russia Valentina Matviyenko paid an official visit to Indonesia in November 2014. In October 2022, on the sidelines of the 8th G20 Parliamentary Speakers' Summit in Jakarta, Valentina Matviyenko held talks with Indonesian President Joko Widodo, Speaker of the People's Consultative Assembly of Indonesia Bambang Soesatyo, Speaker of the Regional Representative Council of Indonesia La Nyalla Mattalitti, and Speaker of the House of Representatives of Indonesia Puan Maharani.

On June 10, 2024, Speaker of the State Duma of Russia Vyacheslav Volodin met in Moscow with Chairman of the Golkar Party and Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto. The following day, June 11, 2024, Airlangga Hartarto held discussions with Deputy Chairman of the Security Council of Russia and Chairman of the United Russia Political Party Dmitry Medvedev (a cooperation agreement between the two parties was signed in June 2021).

In February 2024, Chair of the Federation Council Committee on Science, Education and Culture Lilia Gumerova participated in an electoral observation programme in Indonesia. A delegation led by First Deputy Speaker of the Regional Representative Council of Indonesia Nono Sampono visited Russia to observe the March 2024 presidential elections.

Dialogue on neo-colonial themes is advancing. In March 2023, Head of Golkar's Foreign Affairs Department Dave Laksono attended the inaugural meeting of the International Organising Committee of the Forum of Supporters of the Struggle Against Modern Practices of Neo-Colonialism. In June 2024, he participated in the BRICS Plus/Outreach International Inter-Party Forum in Vladivostok.

Bilateral defence and security cooperation continues to develop.

During a working visit to Jakarta on February 24-25, 2025, Secretary of the Russian Security Council Sergey Shoigu held meetings with Prabowo Subianto and Indonesian Minister of Defence Sjafrie Sjamsoeddin.

Indonesian delegations consistently participate in meetings of high representatives for security issues organised by the Russian Security Council's office.

Since 2021, the agreement between the Government of the Russian Federation and the Government of the Republic of Indonesia on cooperation in international information security has been in force.

The practice of mutual port calls by Russian and Indonesian naval vessels continues. In June and October 2023, a detachment of ships from the Russian Pacific Fleet made business calls to Tanjung Perak Port (Surabaya). In September 2024, an Indonesian Navy vessel called at Vladivostok Port. On June 1-4, 2025, a detachment of the Russian Pacific Fleet made a business call to Tanjung Priok Port (Jakarta), during which Russian and Indonesian naval forces held joint drills in the Java Sea.

In November 2024, the first Russian-Indonesian naval exercise, ORRUDA 2024, took place in the Java Sea. On February 15-22, 2025, Russian Navy ships participated in the multinational Komodo 2025 exercise.

Trade and investment cooperation is being steadily expanded, with priority areas including energy, mineral extraction, agriculture, and peaceful space exploration.

The Russian-Indonesian Joint Commission on Trade, Economic and Technological Cooperation plays the primary coordinating role in economic matters. On April 14-15, 2025, the 13th Commission meeting was held in Jakarta, co-chaired by Denis Manturov and Airlangga Hartarto.

The free trade agreement between the Eurasian Economic Union and the Republic of Indonesia is nearing finalisation, with five negotiation rounds held in 2023-2024.

Educational and professional training cooperation is progressing dynamically. Currently, 531 Indonesian students are enrolled in Russian universities, with a quota of 250 state-funded places allocated for the 2025/2026 academic year.

Cultural ties hold a significant place in bilateral relations. The Russian Centre for Science and Culture has operated in Jakarta since 1965. In July 2023, the Krasnoyarsk State Pedagogical University Open Education Centre opened in Bali, followed by a similar Ural State Pedagogical University Centre in Jakarta in September 2024.

The number of Russian tourists visiting Indonesia continues to grow steadily. According to Indonesia's Central Statistics Agency, Russian tourist arrivals reached 160,000 in 2023 and approximately 180,000 in 2024. To safeguard the legal rights and interests of Russian citizens, the Russian Consulate-General in Denpasar commenced operations in 2025.
