Ministry of Foreign Affairs summons Russia's chargé d'affaires for unpaid pensions

Republic of Estonia - Ministry of Foreign Affairs

03.04.2025

Today 3 April, the Ministry of Foreign Affairs summoned a representative of the Russian embassy to present a diplomatic note concerning pensions left unpaid by Russia.

The note states that in the first quarter of 2025, Russia has not fulfilled its obligations under the pension insurance cooperation agreement and its implementing agreement signed between the Republic of Estonia and the Russian Federation, which entered into force in 2012. Subsequently, nearly 4000 people who live in Estonia and receive a pension from Russia have not received their pensions.

The Ministry of Foreign Affairs asked the Russian embassy for an explanation on why there have been no payments and which steps have been taken to solve the issue. The note also asked to provide a date when payments would be made. The Foreign Ministry representative assured the representative of the Russian embassy that Estonia would not block the transfer of payments to our banks.
