Russian Defence Minister Andrei Belousov participates in CSTO Council of Ministers of Defence meeting

'The U.S. and its allies' destructive activities have had a major negative impact on the situation,' said Andrei Belousov, speaking at the CSTO Council of Ministers of Defence meeting in Almaty on Friday.

According to his words, Washington and his partners have consistently destroyed the global security architecture to preserve global dominance.

'These countries intentionally provoke crises, armed conflicts, support terrorist and extremist structures, impose sanctions of all kinds, use threats, and blackmailing,' said the Russian Defence Minister.

He noted that 'the West is urgently inflating the country with weapons, handing over intelligence, training Ukrainian servicemen, and recruiting mercenaries.'

'With the participation of NATO advisers and specialists, sabotage is being prepared, and Western weapons are being used to damage Russia's civilian infrastructure and civilians in general,' said the Russian Defence Minister.

At the same time, he noted that 'despite the loss of the AFU offensive capabilities and initiatives on the battlefield, the Kiev regime continues to convince the so-called civilised world community of its readiness to fight to the end and regain control of the lost territories.'

Targets of special military operation are met in proportion to Russia's security threats.

The North Atlantic Alliance and the European Union in their course of confrontation with Russia are causing tension in Georgia, Armenian-Azeri relations, Russian Defence Minister Andrei Belousov said.

'The Alliance's individual countries are seeking to strengthen their positions in the Caucasus, thereby gaining access to the resources of the Caspian Sea and a direct exit to the Central Asia. The situation is being destabilized and protests in Georgia are being funded, from which active anti-Russian actions are being sought,' Belousov said at the CSTO Council of Defence Ministers session in Almaty on Friday.

According to him, 'Armenia and Azerbaijan are unceremoniously imposed mediation services to resolve conflicts'.

'It is proposed that a peace treaty be signed solely on Western grounds and under dictation', the Russian Defence Minister said.

'The plans of Washington and Brussels under the pretext of strengthening security and defence to involve our Armenian partners in the sphere of their interests are of particular concern,' he said.

The Russian Defence Minister noted that the course of NATO and the European Union towards confrontation with Russia is causing tensions in several CSTO regions of collective security.

The situation in Afghanistan calls for the strengthening of the country's border with Tajikistan, as well as other measures to stabilse the situation in the region, said Russian Defence Minister Andrei Belousov.

'In the Central Asia region, the main source of instability remains the situation in Afghanistan. Many radical groups have gained a foothold on its territory and have intensified the promotion of their ideas in neighbouring republics. The likelihood of the proliferation of gangs and terrorism outside the country is increasing,' Belousov said at the CSTO Council of Defence Ministers session in Almaty on Friday.

All of this, he said, requires 'permanent control and timely measures to stabilise the situation in the region'.

'In particular, strengthening of the Tajik-Afghan border', the Russian Defence Minister noted.

Military threats emerging around the CSTO perimeter call for improvement of the system of collective security of forces and means, Russian Defence Minister Andrei Belousov said.

'The analysis of the political and military situation shows that it remains tense and is characterised by an increase of military threats along the perimeter of the Organisation', Belousov said at the CSTO Council of Defence Ministers session in Almaty on Friday.

In these conditions, he said, 'it is necessary to clearly coordinate and continuously improve the forces and means of the collective security system, the smoothness of decision-making mechanisms'.

'Military cooperation within the CSTO plays a priority role in creating an effective security system. We are determined to develop it in all its main directions,' the Russian Defence Minister said.

According to him, 'it is also particularly important because Western countries are purposefully trying to undermine alliance relations between the CSTO states, discredit the work of the Organisation'.

'Today, a real information war is being waged against us, economic sanctions are improsed, and direct pressure is put on,' Belousov said suggesting in this regard that we focus on a number of key tasks.

Among the tasks, he mentioned in particular the work to improve the CSTO crisis response system.

'In practice, work out the algorithms laid down in the new decision-making and implementation documents for the use of collective security forces and means. To make the necessary changes to the Organisation's legal framework to ensure the rapid deployment of the CSTO troops and the transport of military formations and products', the Russian Defence Minister said.

It is also necessary to 'do not reduce the intensity of operational and combat training in the CSTO framework', he said.

Here, particular attention needs to be paid to the combat readiness of the collective forces and their equipment to improve combat training, said Belousov, emphasising that 'the Russian Federation has gained considerable best experience in modern warfare'.

'We are ready to share it and introduce it into the practice of training the troops during the joint events,' he said.

In addition, it is necessary to take measures to strengthen the internal unity and foreign policy coordination, the Russian Defence Minister said.

'It is important to use influential international platforms to promote common approaches to security issues, to consult regularly both multilaterally and bilaterally. To pay due attention to information support for the CSTO activities in order to maintain its positive image,' Belousov noted.

He also said that it is necessary to develop close cooperation with other regional organisations, especially the CIS and the SCO, as well as friendly countries.

'I am sure that these steps will make the CSTO more effective in the field of security and ensure a steady increase of its reputation,' the Russian Defence Minister said.
