
Opening statement by Minister of Defence of the Russian Federation General of the Army Sergei Shoigu at Defence Ministry Board Session

I would like to start with the situation in the special military operation zone.
The total mobilisation in Ukraine, the supply of Western weapons and the using of strategic reserves by the Ukrainian command did not change the situation on the battlefield. Such desperate actions of the enemy result in great losses of Ukrainian troops.
For six months of the so-called counteroffensive, the enemy lost more than 125,000 people and 16,000 units of various weapons.
The Russian troops continue to inflict effective fire damage on the enemy. As a result, the AFU combat capabilities are significantly reduced.
Russian servicemen act competently and decisively, occupy more advantageous positions, expand control zones in all directions.
Over the past month, units of the 810th Marine Brigade, the 150th Motorised Rifle Division, as well as 4th, 15th, 114th, and 123rd motorised rifle brigades distinguished themselves in the course of hostilities.
Russian servicemen will continue to conduct active defence, build up the combat potential of the Armed Forces, taking into account the experience of the special military operation.
Today, a new academic year begins in the Armed Forces, which was preceded by thorough preliminary work, including exercises and methodological classes.
In 2024, the main efforts are planned to be focused on training troops to solve the tasks of the special military operation.
Seven modern training grounds are being equipped in the special military operation zone, two of which have been fully completed.
Additional classes were held with the personnel of the training grounds, which will increase the efficiency and safety of the operation of the educational and methodological base.
As part of combat training, a number of exercises are scheduled to be held during the year. About 20 of them - with the participation of units of foreign states, including four - within the framework of the CSTO and the SCO.
The final exercise will be Ocean-2024 strategic command and staff exercise with the involvement of all branches of the Armed Forces.
The implementation of a set of combat training activities will ensure the fulfillment of tasks to protect national interests and timely response to changes in the military and political situation.
Next, we shall discuss the thematic part of our session.
In the beginning we will hear a report of how JSC Lavochkin Association develops remote sensing of the earth's climate system which allows obtain images of the terrain regardless of weather and light conditions.
Such high-resolution images are planned to be used in the interests of the Armed Forces.
Today we will discuss issues arising in the course of our work and ways to resolve them.
Then we will discuss what the United Aircraft Corporation enterprises are doing to repay overdue accounts receivable.
Over 230 contracts for the construction, modernisation, and maintenance of aircraft have been concluded with the organisations of this joint stock company.
23 of them have receivables.
It has been reduced by 85 per cent during the current year.
The next question concerns the state of vehicle accidents in the Armed Forces.
Reducing the number of road accidents and the severity of their consequences remains a priority for all military authorities, especially in the context of the increased intensity of traffic associated with the special military operation.
In the current year, 107 preventive measures aimed at preventing road traffic accidents were taken.
In order to ensure the safe movement of road transport, the military police performed more than 25,000 escorts of military convoys and 40 per cent of them in the special military operation zone.
About five hundred thousand vehicles were checked on public roads. More than 73,000 violations were identified.
Eight military vehicle inspections have been established in the new constituent entities of Russia to ensure road safety during the special military operation.
Today we will summarise the results of work to prevent road accidents in the troops.
