Russian Defence Minister holds teleconference with leadership of Armed Forces

Today, the Minister of Defence of the Russian Federation has held a teleconference with the senior staff of the Armed Forces at the National Centre for State Defence Control in Moscow.

General of the Army Sergei Shoigu started his address with the situation in the special military operation. 'Russian troops have significantly weakened the enemy's combat potential and inflicted serious damage. The Yug Group of Forces have repelled all attacks in Soledar-Bakhmut direction. Servicemen of the 4th Motorised Rifle Brigade, the 11th Air Assault Brigade and the 17th Artillery Brigade particularly distinguished themselves.

The enemy's attempts to break through Russian defence near Verbovoye and Rabotino in Zaporozhye direction were no success. The 70th Motorised Rifle Regiment and the 56th Air Assault Regiment, as well as the 810th Marine Brigade and the 291st Artillery Brigade successfully completed their missions.

The 55th Motorised Rifle Brigade and the 228th Motorised Rifle Regiment distinguished themselves in Krasny Liman direction.

Since 1 June 2023, 57 formations and military units have been given the honorary title of Guards. Twenty formations, military units, and organisations of the Armed Forces have been awarded orders of the Russian Federation. In the most distinguished units, the number of servicemen who have received state awards ranges from 50% to 90%,' Sergei Shoigu stated.

The minister further added that there was a good level of medical support for the military. 'Servicemen are provided with first aid on the battlefield within the first few minutes after being wounded. Field hospitals, reinforced by experienced surgeons from central medical centres, have been set up in the immediate vicinity of the line of contact. Wounded survivability rate has been greatly improved. With rapid on-site help, timely evacuation, and high-tech medical care, more than 98% of casualties are discharged with a full recovery. The hospital mortality rate is 0.43% and continues to decrease. Military medics show professionalism and courage, perform unique operations, saving the lives and health of Russian fighters'.

Sergei Shoigu thanked military medics and medical personnel for their diligent service and moved on to the situation around Nagorno-Karabakh, where the Russian peacekeeping force continued to fulfil the missions assigned to it amid the escalating conflict.

'In order to avoid loss of life, it was decided to evacuate the civilians and to accommodate them in observation posts and in the base camp. Mediated by Russian peacekeepers, the opposing sides managed to agree to a full ceasefire. Over 98,000 civilians, including some 32,000children, were evacuated from Nagorno-Karabakh to Armenian territory. Nearly 300 tonnes of humanitarian supplies were delivered via the Aghdam and Lachin routes'.

Moreover, Russian servicemen took part in putting out a fire at a fuel depot in the town of Stepanakert. The peacekeepers provided a full range of medical assistance to the injured and to those in need. A modular block camp with modern equipment, a truck mounted dressing room with surgical support facilities and an operating module with an intensive care unit were set up. Experienced doctors from a variety of specialities make up the Special Medical Squad.

Sergei Shoigu thanked the Russian peacekeepers for their selfless and professional actions, which have helped to prevent further casualties.

Then he said a few words about the autumn conscription campaign that started on 1 October. The Minister emphasised that it was taking place as planned, within the timeframes laid down by Russian law. Over 2,700 call-up commissions were formed in all regions. In accordance with the Presidential Decree, 130,000 people are to be subject to compulsory military service.

The head of the military department pointed out once again that all conscripts, including those from the new regions, will not be sent to the combat zone.

'The General Staff has no plans for additional mobilisation. The Armed Forces have the necessary number of troops to carry out the special military operation. This is largely due to the resolute patriotic attitude of Russian citizens, who are actively involved in helping to defend the Fatherland'.

Since the beginning of the year, over 335,000 people have signed up for military service under contract and in volunteer units. More than 50,000 citizens signed a contract in September alone.

All the country's subjects, large enterprises, state corporations, and Russian Cossacks contribute significantly to the common cause. A number of regions have formed and continue to staff named units.

The Chechen Republic and its head Ramzan Kadyrov personally deserve special mention. In all, three motorised rifle regiments and three motorised rifle battalions were formed in the Republic. The units under the command of the Hero of Russia Apti Alaudinov performed with distinction in the special military operation. More than 14,500 people have been trained at the Russian Special Forces University in Gudermes and sent to the special military operation zone. The timely replacement of personnel involved in combat operations is made possible by the training system established in the region.

Sergei Shoigu noted that the work to recruit contracted forces and volunteers was gaining momentum, thanks in part to the comprehensive social support provided to military personnel and their families.

He further reminded that Teachers' Day is celebrated in the country on 5 October. 'You know that this year has been declared the Year of the Teacher and Mentor in Russia. This is a tribute to those who are helping the younger generation to acquire solid knowledge, instil true moral values, and educate and train active citizens of the country'. Sergei Shoigu said he appreciated the diligent work of the teachers at the Ministry of Defence's educational institutions.
