
ADMM Plus exercise: participants prepare concept and plan of joint counterterrorism operation

The first stage of a joint international anti-terrorist exercise between military formations of the Armed Forces of the Russian Federation and the armed forces of the member States of the Association of Southeast Asian Nations (ASEAN) and the ADMM Plus dialogue partners has been completed in Primorsky Krai. At the first stage, representatives of the military command bodies at the operational and tactical levels determine the concept and develop a decision to conduct an anti-terrorist operation.
The event took place on Russky Island on the campus of Far Eastern Federal University. In the course of joint work, officers from the armed forces of the State of Brunei Darussalam, the Socialist Republic of Vietnam, the Republic of India, the Republic of Indonesia, the Kingdom of Cambodia, the People's Republic of China, the Lao People's Democratic Republic, Malaysia, the Republic of the Union of Myanmar, the Kingdom of Thailand, and the Republic of the Philippines developed initial situation, a concept and a plan for a joint anti-terrorist operation by a coalition group of troops to block and eliminate suspected terrorists.
In addition, effective interaction has been established between the formed multinational task forces at the command post, and comprehensive support for the conduct of the joint operation has been clarified. The concept of practical actions of the coalition group of troops (forces), which are to take place at the Sergeevsky training ground in Primorsky Krai, was approved by the head of the exercise, Admiral Victor Liina, commander of the Pacific Fleet.
The exercise is aimed at strengthening and promoting regional cooperation in counter-terrorism, enhancing operational cooperation among ASEAN countries and their dialogue partners in counter-terrorism, and sharing counterterrorism experience.
The exercise involves about 700 servicemen from military contingents of the participating countries, ground-attack aircraft, helicopters, unmanned aerial vehicles, tanks, armored personnel carriers, and other military and special hardware of the Eastern Military District.
ADMM Plus is a mechanism of interaction between defence agencies of 10 ASEAN Southeast Asian countries and dialogue partner states (Australia, China, India, Japan, New Zealand, Republic of Korea, Russia, USA), established in April 2010 at the initiative of Vietnam. The activities of specialists within ADMM Plus are carried out in seven expert working groups: humanitarian demining, humanitarian assistance and emergency response, military medicine, maritime security, counter-terrorism, organisation of peacekeeping operations, and cyber security.
