03.08.2023
Representatives of the Russian Ministry of Defence together with members of the Association of Southeast Asian Nations (ASEAN) and dialogue partners of ADMM plus, started participating in a command and staff training (CST) on countering terrorism held in the Republic of the Union of Myanmar. In addition to the Russian side, representatives of the military departments of Brunei, Vietnam, India, Indonesia, Cambodia, China, Laos, Malaysia, Myanmar, Thailand and the Philippines are also involved in the training.
From the Russian side, groups of officers of the General Staff of the Armed Forces of the Russian Federation, the Eastern Military District and the Pacific Fleet are involved. The Russian military delegation is headed by the Deputy Commander of the Eastern Military District, Lieutenant General Mikhail Nosulev.
'The fight against terrorism is currently a common task for all countries and requires common approaches. Joint work within our expert working group allows us to find these approaches, as well as directly improve ways to counter terrorists. The command and staff training of the expert working group is one of the two most important events of the three-year work cycle. It is aimed at preparing for the anti-terrorist exercise, which will be held in September this year in Russia. Also, our joint work will contribute to strengthening the relationship. It will allow us to increase the level of operational interaction between the ASEAN countries and their dialogue partners in the field of countering terrorism, and to exchange experience in this area. We believe that the established mechanisms of interaction between ASEAN and partner countries operating in their structure are effective tools for maintaining peace and stability in the region. Judging by the dynamics of the development of the regional situation, the numerous risks and threats present in the Asia-Pacific region, an open exchange of experience between military departments on security issues is of great importance,' Mikhail Nosulev said.
During the CST, which will last until August 4, issues are being worked out on the creation of a coalition group of troops of the ASEAN countries in order to counter terrorist threats on the territory of a mock state. Participants will have to demonstrate the ability to quickly assess the current situation, develop competent solutions, and ensure continuous and stable command of troops in a rapidly changing environment. The main goal of the drills is to develop a unified plan, as well as coherence in the work of all management units.
ADMM plus is a mechanism of interaction between the defence departments of ten Southeast Asian countries (ASEAN) and the so-called dialogue partner states (Australia, India, China, New Zealand, the Republic of Korea, Russia, the USA, Japan), created in April 2010 on the initiative of Vietnam. The activities of specialists within the framework of ADMM plus are carried out in seven Expert working groups: humanitarian demining, humanitarian assistance and emergency response, military medicine, maritime security, counter-terrorism, organization of peacekeeping operations, cybersecurity.
