In light of Russia's unprecedented war of aggression against Ukraine, the European Union on June 23 adopted the 11th package of economic and individual sanctions that focuses on preventing the third country circumvention of existing measures. The Minister of Foreign Affairs of Lithuania Gabrielius Landsbergis says the circumvention of sanctions is an acute problem, so the EU still has a long way to go before closing sanctions loopholes.

"The package intends to crack down on sanctions circumvention, further eroding Russia's war machine. The EU can now restrict the sale of sanctioned goods and technology to third countries if these third countries re-sell them to Russia. The EU's trade flows to the East are not slowing down. We see increasing trade between third countries and Russia in highly sensitive military goods. Thus, the 11th sanctions package is good, but regional and national measures will also be needed," Landsbergis said.
