Representatives of CSTO member-states discuss improvements to the preparation and conduct of exercises with the CSTO Peacekeeping Forces

On 14 June 2023, under the chairmanship of Deputy Chief of the Collective Security Treaty Organization (CSTO) Joint Staff, Air Force Major General Turaly Koishikulov, representatives of interested ministries and agencies of the CSTO member States, the Secretariat and the CSTO United Headquarters held a videoconference to finalise, taking into account the positions received after the internal national coordination, the draft decision of the Council of Ministers of Foreign Affairs, the Council of Defence Ministers and the Committee of Secretaries of the Security Council 'On methodological recommendations on the preparation and conduct of exercises with the peacekeeping contingents of CSTO member states allocated to the CSTO Peacekeeping Forces'.

Representatives of concerned ministries and agencies from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan, as well as the Secretariat and the CSTO Joint Staff took part in the consultations.

The decision of the CSTO Ministerial Council, Council of Ministers and the Committee of Secretaries of the Security Council 'On Methodological Recommendations for the Preparation and Conduct of Peacekeeping Training of Troops of CSTO Member States' was drafted by the CSTO Joint Staff taking into account the experience of peacekeeping exercises and as part of the work on amending the regulatory acts regulating the issues of joint operational and combat training of the CSTO Troops (collective forces) with a view to bringing the currently valid methodological recommendations into accordance with the provisions on the procedure for the preparation and conduct of joint military exercises.

In the course of consultations, draft methodological recommendations on the preparation and conduct of exercises with the peacekeeping contingents of CSTO member States deployed to the CSTO peacekeeping forces were discussed, finalized and largely agreed upon. Following consultations, decision was made to recommend to the CSTO Joint Staff to submit a draft document for consideration by the CSTO Permanent Council.

We would like to point out that this year's joint exercise with the CSTO peacekeeping forces, Unbreakable Brotherhood 2023, is scheduled to conclude the joint operational and Combat Brotherhood 2023 strategic exercise. The tasks of post-conflict resolution in the crisis zone will be practised in the territory of the Kyrgyz Republic by conducting a peacekeeping operation using the forces and means of the CSTO collective security system in the interests of maintaining peace and security.

The peacekeeping contingents of CSTO member States are specially trained military, police and civilian personnel as well as the forces and equipment provided by the CSTO member States as part of the CSTO peacekeeping force. Their total strength is 3,800 personnel.

For each peacekeeping operation, the composition, structure and size of the Collective Peacekeeping Forces are determined by decision of the CSTO Collective Security Council based on the scope of the tasks to be performed and the specific situation in the conflict zone.
