Council of Europe demands immediate release of Aleksey Navalnyy

Council of Europe

Committee of Ministers
Strasbourg
10 March 2023

The Council of Europe's Committee of Ministers has deplored the continued detention of Aleksey Navalnyy during its quarterly meeting on the execution of judgments of the European Court of Human Rights and once again demanded that the Russian authorities immediately release him. The Council of Europe Secretary General has also sent another letter to the Russian Foreign Minister renewing her call for Russia to implement all 2,404 judgments from the European Court.

In its Decision and Interim Resolution published today, the Committee of Ministers deplored the fact that, despite its repeated calls, Aleksey Navalnyy has still not been released and is being detained mainly in solitary confinement without direct and unsupervised access to his lawyers.

The Russian Federation was excluded from the Council of Europe on 16 March 2022. However, Russia is still obliged to implement judgments of the European Court related to its actions and omissions up until 16 September 2022. The European Court has continued delivering judgments concerning Russia, and the Committee of Ministers continues to supervise their implementation.
