On July 23-24, Foreign Minister Sergey Lavrov paid a working visit to Cairo.
The Minister was received by President of the Arab Republic of Egypt Abdel Fattah El-Sisi and handed him a personal message from President of the Russian Federation Vladimir Putin. Mr Lavrov also held talks with Egyptian Foreign Minister Sameh Shoukry.
During their meetings and conversations, the sides reviewed in detail the implementation of top-level agreements to expand the entire range of traditionally friendly Russian-Egyptian relations in line with the Agreement on Comprehensive Partnership and Strategic Cooperation enacted in 2021. At the same time, they underscored the importance of expanding quantitative indicators of bilateral trade as well as the range of products involved. They noted that the Joint Russian-Egyptian Commission on Trade, Economic and Scientific and Technical Cooperation was called on to make a weighty contribution to achieving this goal. They analysed the implementation of large-scale investment projects, primarily construction of the El Dabaa Nuclear Power Plant, the first nuclear power generation facility in Egypt, and the creation of the Russian industrial zone in the Economic Zone of the Suez Canal.
Moscow and Cairo reaffirmed their interest in further strengthening industrial, energy and agricultural business partnership and prioritised Russian grain deliveries to Egypt. The sides also voiced their mutual commitment to promoting cultural and education cooperation.
Considerable attention was devoted at the talks to the situation in and around Ukraine. Sergey Lavrov informed the Egyptian leadership in great detail about the goals and tasks of the special military operation to defend and protect the republics of Donbass.
An interested exchange of opinions on topical international and regional matters reaffirmed the commitment of Moscow and Cairo to deepening their foreign policy coordination, primarily at the UN and other multilateral venues. At the same time, they noted similar or coinciding principled approaches of Russia and Egypt towards resolving persisting crises and conflicts in the Middle East and Africa by political and diplomatic methods through an inclusive dialogue based on the norms of international law and the provisions of the UN Charter.
The talks participants emphasised the importance of facilitating future efforts to further advance a comprehensive political settlement in Libya, with the UN's leading role, in the interests of establishing peace and security in that country as soon as possible.
While discussing the situation in Syria, they underscored the need to ensure the unity, territorial integrity and sovereignty of the Syrian Arab Republic, respect for the legitimate right of the Syrian people to independently decide the future of their country, as reaffirmed by UN Security Council Resolution 2254.
Moscow and Cairo expressed their concern over persisting tensions in the Palestinian-Israeli conflict zone and underscored the need to resume the Middle East peace process as soon as possible with reliance on the generally accepted framework of international law that includes the relevant UN Security Council resolutions and the Arab Peace Initiative.
