INTRO: Russian President Vladimir Putin and Chinese President Hu Jintao are urging that the interests of other nations be taken into account during Iraq's post-war reconstruction. VOA's Lisa McAdams in Moscow reports the two leaders issued the appeal following bilateral talks at the Kremlin.

TEXT: The Russian and Chinese presidents say they agree that steps should be taken as soon as possible to end Iraq's humanitarian crisis and bring stability to the country.

In a joint statement after several hours of talks at the Kremlin, President Putin and President Hu pledged more aid for the Iraqi people. They also reiterated their desire for the United Nations to play the central role in rebuilding Iraq, saying that only then will the lawful rights of other nations be taken into account.

President Putin and President Hu were both vocal opponents of the U-S-led war in Iraq.

In addition, the two leaders urged North Korea not to develop nuclear weapons, and also called on the United States not to use force to resolve its dispute with North Korea.

Presidents Putin and Hu also agreed to intensify cooperation to help prevent the spread of SARS, Severe Acute Respiratory Syndrome. (Signed)
