On October 25, 1999 The London Times published an article in which it is claimed with reference to "sources in the intelligence services of the West and the Middle East" that Russia is supposedly using the Caspian Sea as a transport corridor to deliver to Iran components for the production of weapons of mass destruction and means for delivering them.
We categorically refute this. We regard such reports as part of a campaign conducted by certain circles to discredit relations between Russia and Iran. In this connection we believe it necessary to emphasize once again that Russian-Iranian cooperation in all fields is fully transparent and is being carried out in strict conformity with Russia's international obligations.
