Timely shutdown of the Skrunde radar station last year and early completion of its dismantling provide a vivid example of consistent adherence of Russia to its international obligations. Early compliance by Russia with the corresponding bilateral Russian-Latvian agreement on the issue was made possible by the constructive approach of the two states and the useful role of the OSCE as observer of this process.
The topical task for Russia now is to put into operation a new radar station near the city of Baranovichi (the Republic of Belarus). While confirming its fundamental line for honoring international obligations Russia cannot afford to unilaterally downgrade its defense capability.
