August 7, 1998
Moscow took note of Mr. Netanyahu, the Israeli Prime Minister's assertions according to which the Russian Government allegedly "fails to make sufficient effort to halt leaks of military technologies and personnel to Iran" in the context of this country's missile program implementation. The above remarks can all but render us puzzled. It is well-known that Russia is firmly committed to the policy of non-proliferation of weapons of mass destruction and their missile delivery means, unswervingly fulfills its international obligations in this area. Such position has been repeatedly made public, reiterated also at the highest level. It is noteworthy that our country is undertaking serious steps to further improve control over exports of "sensitive" Russian goods and technologies. The principle of "catch-all controls" was introduced by the Government Decree of January 22, 1998 and is now being implemented. A draft Federal law on exports has been prepared and submitted to the state Duma for consideration. Other concrete measures are being adopted. In particular, an investigation regarding a number of Russian enterprises and organizations potentially responsible for violation of export control has been initiated.
All these facts can not be news in Israel, particularly considering that this topic has been recently been discussed during contacts with high-ranking representatives of Israeli administration.
