The following statement was made on April 7, 1998 by the Federal Security Service of Russia:
The Federal Security Service of Russia (FSB), acting within the area of its responsibility, is conducting activities designed to prevent illicit export of dual-use materials.
As a result of an intensive investigation, a shipment of alloyed steel was located in the possession of a group of individuals who had attempted, in violation of Russian laws, to deliver it to Iran.
The Investigation Department of the FSB of Russia has currently initiated criminal proceedings on this basis in accordance with Article 188 of the Russian Criminal Code ("Smuggling").
In conformity with the procedural code, three foreign citizens connected with this case who temporarily reside in Moscow, have been detained. The principle organizer of the deal is also a foreigner.
The investigation has revealed that the aforementioned individuals by using requisites of a number of Russian commercial organizations with the aim of creating a cover-up for their illegal activities, had been intending to export via Azerbaijan to Iran 21.7 tons of alloyed steel under the guise of galvanized steel sheets.
According to employees of the warehouse wherefrom the metal was shipped, it had been acquired abroad.
Necessary investigative activities are currently underway.
