RUSSIA TOUGHENS EXPORT CONTROLS
The following is the text of Decree No.57 of the Government of the Russian Federation, signed on January 22, 1998:
"OH ENHANCING EXPORT CONTROLS FOR DUAL-USE GOODS AND TECHNOLOGIES, RELATED TO THE WEAPONS OF MASS DESTRUCTION AND THEIR MISSLE DELIVERY MEANS"
In order to further improve export control mechanism over dual-use goods and technologies the Government of the Russian Federation decrees:
1. Russian participants in foreign trade activities, regardless of their form of ownership, should refrain from export deals in any dual-use goods and technologies which are not subject to normal legislative acts of the Russian Federation on export controls in those cases when it is known to them that these goods and technologies would be used in creating or operating of nuclear, chemical and biological weapons or their missle delivery means (developing, manufacturing testing, etc.), and they should inform the Governmental Commission on Export Controls of the Russian Federation of this decision.
In those cases when Russian participants in foreign trade activities have grounds to believe that particular goods and technologies could be used for the aforementioned purposes, they should address the Governmental Commission on Export Controls of the Russian Federation with an appropriate inquiry.
Materials needed for consideration of inquiries are to be forwarded for consideration to the Federal Service of Russia on Currency and Export Controls, which executes the functions of providing for the activities of the Governmental Commission on Export Controls of the Russian Federation.
2. The Government Commission on Export Controls of the Russian Federation together with interested bodies of the executive branch of power should consider inquiries made by participants in foreign trade activities submitted in accordance with paragraph I of this Decree and forward to them a reply in writing.
3. The Ministry for Atomic Energy of the Russian Federation, the Ministry for Foreign Economic Relations and Trade of the Russian Federation, the Space Agency of Russia, the Federal Service of Russia for Currency and Export Controls, the Federal Security Service of the Russian Federation, and the Committee on Conventional Issues of Chemical and Biological Weapons with the President of the Russian Federation are instructed to bring provisions of this Decree to the knowledge of Russian participants in foreign trade activities.
