JOINT STATEMENT ON INCLUDING THE INSTRUMENT RESEARCH INSTITUTE
(LYTKARINO) IN THE PROGRAM OF BILATERAL COOPERATION IN ACCOUNTING,
CONTROL, AND PHYSICAL PROTECTION OF NUCLEAR MATERIALS
In connection with the meeting of the Eighth Session of the U.S.-Russian Joint Commission on Economic & Technological Cooperation (the Gore-Chernomyrdin Commission), in Washington, D.C., on February 6-7, 1997, the United States Department of Energy and the Ministry of Atomic Energy of the Russian Federation reaffirm their commitment to cooperate to ensure the highest level of accounting, control, and physical protection of nuclear materials (MPC&A) in accordance with the declaration of the April 1996 Moscow Summit on Nuclear Security Issues and also in accordance with the 2 September 1993 Agreement on Accounting, Control, and Physical Protection of Nuclear Materials. The U.S. and Russian sides noted the progress that has been achieved in this area and the fact that 15 MINATOM facilities are taking part in MPC&A cooperation in accordance with decisions reached during the previous sessions of the Commission. Also, 6 additional MINATOM facilities are taking part in MPC&A projects within the framework of laboratory-to-laboratory cooperation. The Sides agree to include the Instrument Research Institute (Lytkarino) in the program of bilateral cooperation in the area of accounting, control and physical protection of nuclear materials in 1997.
