MEMORANDUM OF UNDERSTANDING BETWEEN THE NATIONAL
SCIENCE FOUNDATION OF THE UNITED STATES OF AMERICA AND
THE STATE COMMITTEE FOR SCIENCE AND TECHNOLOGIES OF THE
RUSSIAN FEDERATION ON COOPERATION IN HIGH PERFORMANCE
SCIENTIFIC COMPUTING
The National Science Foundation of the United States of America and the State Committee for Science and Technologies of the Russian Federation, hereinafter referred to as "the Parties," Recognizing the importance of U.S.-Russian collaboration in the area of high performance scientific computing, Considering the internationally high caliber of the theoretical research and practical results achieved by scientists from Russia and the U.S. in this area, and considering the positive experience they have gained from cooperation, Taking into consideration the Statement of Goals and Plan of Action of the Telecommunications Working Group of the Science and Technology Committee of the intergovernmental U.S.-Russian Commission on Economic and Technological Cooperation presented on the 26th of January 1996, Pursuant to the Record of Meeting of U.S.-Russian Cooperation in High Performance Computing, signed by representatives of the National Science Foundation and the Ministry of Science and Technology Policy of the Russian Federation on the 22nd of July 1996, Have agreed as follows: ARTICLE 1 The purposes of this Memorandum of Understanding are to identify and agree on the most promising directions of U.S.-Russian cooperation in the field of high performance scientific computing, to provide guidance and facilitate the establishment of cooperation in this field, and to create a mechanism to coordinate this cooperation. This Memorandum is subject to and governed by the Agreement Between the Government of the United States of America and the Government of the Russian Federation on Science and Technology Cooperation signed on the 16th of December, 1993, hereinafter referred to as "the Science and Technology Agreement." ARTICLE 2 1. Cooperation in this field will be implemented on the basis of arrangements directly between U.S. and Russian scientific centers, universities, institutes, laboratories and other scientific organizations. 2. The National Science Foundation of the U.S. and the State Committee of the Russian Federation for Science and Technologies shall be responsible for overall coordination of participation in cooperation under this Memorandum by U.S. and Russian scholars and organizations. Both Parties will make every effort to involve universities, research institutes, and other scientific organizations in cooperation. 3. Each Party shall designate an official representative who will be responsible for coordinating cooperation and through whom contact with the other Party will occur. ARTICLE 3 1. Areas for cooperation will involve topics in high performance scientific computing. These may include tools and algorithms for scalable parallel systems, applications of computational science and engineering, applications of high performance networks, scientific visualization and other topics representing the state of the art iii the use and programming of large scale computer systems. 2. Specific topics for cooperation will be determined on a case-by-case basis by interested researchers and will take into consideration the expertise, existing facilities and resources of each side. ARTICLE 4 This Memorandum shall be implemented by conducting joint research, joint seminars, and workshops. The principal purposes of such seminars and workshops shall be to determine scientific priorities and preparation for future joint research projects. Other forms of cooperation may be added by mutual agreement of the Parties. ARTICLE 5 Cooperative activities under this Memorandum shall be conducted in accordance with the applicable laws, regulations, and procedures in both countries and shall be subject to the availability of resources. ARTICLE 6 Results and information derived from an activity under this Memorandum shall be made available through publication in scientific journals or through other channels. Intellectual property created or furnished pursuant to this Memorandum shall be protected according to Annex II of the Science and Technology Agreement. ARTICLE 7 1. This Memorandum shall enter into force upon signature by both Parties and shall remain in force for five years or for the duration of the Science and Technology Agreement, whichever is shorter. It may be amended or extended for further periods by written agreement of the Parties so long as the Science and Technology Agreement remains in force. 2. This Memorandum may be terminated at any time by either Party upon six months' written notice to the other Party. 3. Termination of this Memorandum shall not affect the implementation of any cooperative activity carried out under this Memorandum and not completed upon termination of this Memorandum.
