Progress in the Pursuit of Peaceful Resolution of North Korean Nuclear Issue

1. Promotion of Peaceful Resolution of Nuclear Issue through Inter-Korean Dialogue

o The South urges the North to implement the Declaration of the Denuclearization of the Korean Peninsula, and response to multilateral talks.
¡â During the 13th Inter-Korean Ministerial Talks from February 3 to 6, the South and the North agreed to ¡°cooperate with each other to produce a fruitful result in the Second Round of the Six-Party Talks.¡±
¡â During the 14th Inter-Korean Ministerial Talks from May 4 to 7, the South and the North agreed to ¡°cooperate with each other to make a real progress in resolving the North Korean nuclear issue in the Six-Party Talks.¡±

- Since Inter-Korean talks played a significant role for urging the North to participate in the Six-Party Talks, they were proved to be a useful channel in the process of peaceful resolution of North Korean nuclear issue.

¡â Chinese officials from the Ministry of Foreign Affairs such as Li Zhaoxing and Dai Bingguo visited the Ministry of Unification
¡â During his visit to South Korea on February 2, James Kelly said, ¡°Inter-Korean Ministerial Talks backed the resolution of North Korean nuclear issue via multilateral talks like the Six-Party Talks.¡±
¡â Wrapping up the Inter-Korean Ministerial Talks, Unification Minister gave briefing on the result of the talks to the U.S., Japanese and Chinese ambassadors to South Korea

2. Progress in the Six-Party Talks

o The Second Round of Working Group Meeting were held on June 21 to 22, and the Third Round of the Six-Party Talks were held on June 23 to 26 in Beijing
- The six nations reassured their commitment to the denuclearization of the Korean Peninsula, and agreed to take necessary steps to achieve that goal at an possible date
- They agreed to hold another working group meeting as soon as possible, through which they will determine the scope of freezing, inspection method and period, and compensation measures. The result of the meeting will be proposed to the Fourth Round of the Six-Party Talks
- Though there still remain some differences over major concerns such as the scope and specific method of freezing, selection of inspection group and compensation measure, the talks were meaningful in that they made a real progress

o The South will exert all its efforts to accomplish a real progress in the Third Round of the Working Group Meeting and the Fourth Round of the Six-Party Talks
