The South and the North Make Progress on Prevention of Flood in the Imjin River Basin

o The South and the North held the 3rd Working-level Consultative Meeting on Prevention of Flood in the Imjin River Basin and the 4th Working-level Consultative Meeting on Reconnection of Railroads and Roads in Gaesong from April 8 to 10, 2004.
o The South and the North agreed to embark on a on-site survey in the Imjin River basin and agreed on the details and specific items of the survey.
- The agreement carries its significance in that the two Koreas entered into a phase of producing concrete results after discussing the prevention project over the past three years.
- The South and the North will survey water-levels and examine data on floodgates in the Imjin River basin for the next three months. The North will provide documents on weather and floodgates to the South, whereas the South will provide materials and equipments needed for the survey to the North.
- It is expected that based on the results of the on-site survey scheduled to be completed within this year, weather and floodgate observatory facilities will be established at the upper reaches of the river in the North. The South, thanks to the observatory facilities, will be able to secure data on weather and floodgates in advance to take measures on the flood prevention.
- This project is expected to help sharply reduce damage and burdens of the South Koreans at the lower reaches of the river in the Northen Gyeonggi province. Promotion of the flood prevention as a joint project may allow the two Koreas to develop a joint utilization project of the shared river.
o The South and the North agreed to cooperate in earnest in designing and providing equipments and materials for constructing railway stations at the border areas of the North necessary for the opening of Gyeongui (Seoul-Shinuiju) Line and Donghae(East Coast) Line.
- The South agreed to help the North to construct and mend its border railway stations by providing assistance in designing and constructing the border railway stations of the North. The scale of the construction will be decided depending on the results of the on-site survey.
- The South and the North have initialed an agreement on train operation.
