Text of Agreement of 8th Contact on Connection of Inter-Korean Railways, Roads - Sokcho ( December 05, 2003 )

Agreement of the 8th Working-level Contact on the Connection of Inter-Korean Railways and Roads

South and North Korea held their 8th working-level contact on the connection of inter-Korean railways and roads in Sokcho December 2-5 and agreed as follows:

1. The South and the North shall decide on the designs of railway signals, communication and electric systems in line with Annex 1 (Agreed Matters on Signals, Communication and Electric Systems) and start work on signals, communication and electric systems from the second quarter of 2004.

The items and quantities of the materials and equipment for signals, communication and electric systems, being included in Annex 1 (Items and Quantities of the Entire Materials and Equipment) to the Agreement on the Supply of Materials and Equipment for the Work to Connect the South-North Railways and Roads, will be provided in accordance with work schedules and, if necessary, can be adjusted under mutual consent.

The two parties will make necessary cooperation in installing and operating materials and equipment for the signals, communication and electric systems, and specific matters shall be decided through consultations and exchange of documents.

2. The South will design bridges to be laid across the Bukgang (North River) and Namgang (South River) on the Donghae (East Sea) Railway as composite beams in January 2004 and provide the designs at an early date and the North will cooperate so that on-site technical consultations can be made in advance.

3. The South and the North will adjust the items and quantities of the entire materials and equipment for the work to connect the Seoul-Sinuiju Railway and the Donghae Railway to Annex 2 and provide materials and equipment necessary for laying rail and cross-ties at an early date in line with work schedules.

4. The South and the North will provide the seventh technical support for repairs and maintenance of the supplied materials and equipment from January 27 to February 5, 2004, for the Seoul-Sinuiju Railway, and from January 8 to January 17, 2004, for the Donghae Railway, respectively, and the dates for further technical support will be decided through working-level contact or exchange of documents.

The North will guarantee the safety and convenience of the South's technical support personnel and the method and procedures for technical support will be pursuant to Annex 2 (Agreement on Technical Support of Materials and Equipment for the Connection of South-North Railways and Roads) to the Agreement of the fifth Working-level Contact on the Connection of South-North Railways and Roads.

5. The South and the North will establish and run a vehicle operations office in stages by the first half of 2004 and continue to discuss a basic agreement on the operations of trains between the South and the North through exchange of documents and adopt it in the next working-level discussions.

6. The 4th meeting (including working-level contact) of the working-level discussions for the connection of railways and roads between the South and the North will be decided through exchange of documents or the 8th meeting of the Committee for the Promotion of South-North Economic Cooperation.
