Agreement of the Seventh Working-level Contact on Connection of the Inter-Korean Railways and Roads

The South and the North held the seventh working-level contact on the connection of inter-Korean railways and roads between October 27 and October 28, 2003, in Gaeseong and agreed as follows.

1. The South and the North will positively cooperate so that materials and equipment can be provided in accordance with the work schedule agreed to by both sides, starting with the handover and acceptance of the entire materials and equipment from the end of October as set in Supplement 1 to the Agreement on the provision.

2. The South and the North agree that the equipment for bed-rock removal and others will be provided in a transparent manner to help smoothly carry out the work of the Seoul-Sinuiju and Donghae (East Sea) rail lines and roads.

To ensure transparency, the two sides will conduct the first on-site visit to the Seoul-Sinuiju Line worksite on November 8 and the Donghae Line worksite on November 5.

Details concerning the delivery of bedrock removal equipment and the inspection tours will follow procedures set forth in Supplement I.

3. The South and the North agree to conduct the sixth technical support for repairs and maintenance of the equipment and materials on December 15-21, 2003, for the Seoul-Sinuiju Railway, and on December 6-12, 2003, for the Donghae Railway, respectively. The date for further technical support activities will be decided through working-level contact or written consultations.

The North will guarantee the safety and convenience for technical support personnel from the South. The methods and procedures concerning technical support activities will follow the procedures set forth in Supplement 2 to the Agreement of the fifth Working-level Contact on Connection of the Inter-Korean Railways and Roads.

4. The South and the North discussed design data about signal, communication and electric systems the South presented and agreed to provide materials and equipment and technical support as decided by the working-level contact.

5. The South and the North will hold the eighth working-level contact on the connection of their railways and roads as well as carry out visits to the worksites in order to smoothly connect their railways and roads at an early date. And the time, venue and methods will be determined at the seventh inter-Korean economic cooperation promotion committee.
