3rd Meeting Agreement on Connection of Inter-Korean Rails, Roads - Munsan (July 04, 2003)

(Following is an unofficial English-language translation of the text of the agreement reached after the third meeting of working-level consultations on the connection of the inter-Korean railways and roads held in Munsan July 2-4, 2003)

Agreement

The South and the North held the third meeting of their working-level consultations on the connection of the inter-Korean railways and roads in Munsan July 2-4, 2003, and agreed as follows to continue the work to connect the Seoul-Sinuiju and Donghae Railways toward their respective directions without interruption.

1. Pursuant to the Agreement on the Provision of Materials and Equipment regarding the connection of railways and roads between them, the South and North have reached agreement on all the items and quantities of the materials and equipment that the South shall provide to the North. (Annex 1 to the Agreement on the Provision of Materials and Equipment)

Materials and equipment for signal, communication and electric systems will be added to Annex 1, as the two sides reach agreement through consultations in the days ahead.

2. The South and North will conduct on-site surveys for purposes of designing signal, communication and electric systems of the Seoul-Sinuiju Railway July 15-17 and of the Donghae Railway July 22-24, respectively.

Procedures and methods for the on-site surveys will follow those prescribed in the Supplement of this Agreement.

3. The South and North agree that the South will continue to render technical assistance necessary for proper operations of the provided equipment. Matters relating to this aspect will be discussed and solved through an exchange of documents.

4. The South and North will continue discussions on the basic agreement on train operations and related offices for train and motor vehicle operations to be placed in effect and implemented before the operations of trains and automobiles.

5. The two parties agree to hold the sixth working-level contact for the connection of the inter-Korean railways and roads in early August 2003 in Gaeseong.

Supplement to the Agreement on the third meeting of Working-level Consultations on the Connection of Inter-Korean Railways and Roads

Procedures and Methods for the On-site Surveys of Signal, Communication and Electric Systems

The South and North agreed to conduct on-site surveys of signal communication and electric systems for the Seoul-Sinuiju Railway and the Donghae Railway as follows:

1. On-site surveys will be made for the Seoul-Sinuiju Railway from July 15 to July 17, 2003 and the Donghae Railway from July 22 to July 24, subject to military guarantees.

2. The segment for the Seoul-Sinuiju Railway on-site survey will be between the Gaeseong Railway Station and the Military Demarcation Line and that for the Donghae Railway between the Mt. Geumgang Railway Station and the Military Demarcation Line.

The North will provide the South with the design data acquired from its surveys conducted inside the demilitarized zone (DMZ) along the East and West coasts.

3. On-site surveys will be confined to technical matters related to the designing of signal, communication and electric systems. Technical and practical problems that may arise during the on-site surveys will be resolved through consultations between the two sides and the North will cooperate in providing data necessary for design.

4. The on-site survey team from the South will be composed of seven people, including the team chief, signal, communication and electric systems technicians.

The South will inform the North on the number of on-site survey personnel five days ahead of the surveys and the North will guarantee the safety and convenience for the Southern survey teams.

5. The on-site survey teams from the South will use the temporary utility roads along the Seoul-Sinuiju and the Donghae Railways for the trips. The South will provide means of transportation (a small bus) and the North the driving personnel. The room and board expenses for the Seoul-Sinuiju Railway survey team will be borne by the North, but the same for the Donghae Railway will be borne by the South. Entry into and exit from the DMZ by the Southern personnel for the surveys will follow the established procedures.

6. As soon as designs are drawn up based on survey data, the South and the North will discuss and fix at an early date the items and quantities of the materials and equipment and work out necessary details for their delivery.
