Overview of Intra-Korean Exchanges & Cooperation for for Dec 2002

<Exchange of People>

<Visits to North Korea>
   o During the month of December, the total number of applications for visits to North Korea was 60, a decrease of 27.7% from 83 in November.  It included 25 for economic exchanges, 5 for social and cultural exchanges, 11 for tourism, 10 for the LWR project and 9 for humanitarian aid.

     ¡¤ The number increased by 62.1% from 37 in December 2001.

   o The total number of actual visits made during this period was 544,  a decrease of 55.2% from 1,215 in November. It included 157 for economic exchanges, 29 for social and cultural exchanges, 74 for tourism, 217 for the LWR project and 67 for humanitarian aid.

     ¡¤ The number increased by 51.9% from 358 during the same period last year

    * The total number of Mt. Geumgang tourists during December was 10,147 in 21 trips altogether, showing a 7.6% decrease from 10,985 in November and an 377.1%  increase from 2,177 during the same period last year.

<Visits to South Korea>
A total of 18 North Koreans visited the South during the month of December  on the occasion of the The 1st Meeting of the Working-level Consultative Committee to Institutionalize Inter-Korean Economic Cooperation, The total of 1,052 North Koreans visited the South during the year 2002 in thirteen different occasions, showing an increase by 450.7% from 191  in the last year.

<Contacts with North Koreans>
o During the month of December the total number of the applications for inter-Korean contact was 94, a decrease of 34.2% from  143 in the previous month. It included 22 for family reunion, 59 for economic exchanges, 11 for social and cultural exchanges, 1 for humanitarian aid and 1 for other purposes

     ¡¤ The number increased by 1.1% from 97 during the same period last year.

   o The total number of actual contacts made during this period was 92, including 19 for family reunion, 41 for economic exchanges, 29 for social and cultural exchanges and 3 for humanitarian aid

     ¡¤ The number decreased by 22.6% from 119 during the same period last year.

<Inter-Korean Trade>

<Overview>
  o The total volume of inter-Korean trade during December 2002 was $74.060 million in 211 items, showing a 41.5% decrease from $126.655 million in 236 items during the previous month and a 83.9% increase from $40.276 million in 218 items during the same month last year.

  o Import from North Korea totalled $23.127 million in 84 items, a 66.2% decrease from $68.500 million in 90 items during the previous month and a  14.6% increase from $20.182 million in 79 items during the same month last year.

    ¡¤Of this, the total amount of commercial imports were $23.096 million, non-commercial imports accounted for $320,000

    ¡¤Commercial imports included $6.691 million of products in processing trade and $16.405 million of other commercial transactions.

    ¡¤$320,000 of non-commercial imports were materials for other cooperation Projects and Mt. Geumgang Project

    ¡¤The composition of the imports was as follows :

  o Export to North Korea totalled $50.933 million in 158 items, a 12.4% decrease from $58.154 million in 172 items during the previous month and a 153.5% increase from $20.094 million in 162 items during the same month last year.

     ¡¤Of this, the total amount of commercial exports was $6.992 million while  non-commercial exports accounted for $43.941 million.

    ¡¤Commercial exports included $6.413 million of raw materials for processing trade and $579,000 of other commercial transactions.

    ¡¤Non-commercial exports included $1.838 million of materials for the LWR project, $39.277 million of humanitarian aid,  $1.938 million of materials for the Mt. Geumgang project and $888,000 of materials for other cooperation projects.

    ¡¤The composition of the exports was as follows :

<Processing Trade>
 : o The total volume of processing trade during December 2002 was $13.103 million,  a decrease by 32.7% from $19.468 million in the previous month, and a 70.5% increase from $7.683 million during the same month last year.  This constituted 17.7% of the total inter-Korean trade or 43.5% of commercial trade during the month of December.

    o The volume of import in processing trade was $15.294 million, a decrease by 56.3% from $15.294 million in the previous month, and a 121.9% increase from $3.015 million during the same month last year.

     ¡¤ The composition of the imports was as follows :

 ¡à Overview of Inter-Korean Exchange and Cooperation for 2002

  o In 2002 inter-Korean talks to implement the June 15 Joint Declaration took place on 33 times.  Along with such dialogues, inter-governmental cooperation projects including the project to reconnect the Gyeungi railway and East Coat railway and road were promoted, and exchanges cross-border visits, inter-Korean trade, private-level cooperation projects and exchanges in socio-cultural areas also actively promoted.

  o Cross-border visits included: i) two occasions of exchange visits by separated family members, ii) North Korea's participation in the Busan Asian Games, iii) tours to Mt. Geumgang in the North, and iv) private-level exchanges and cooperation in business, socio-cultural areas as well as assistance to North Korea.

   - Among the 802 cases of applications to visit North Korea involving 13,502 people, 774 cases involving 12,979 people were approved.  And among those who were granted permission to visit North Korea, 12,825 people (753 cases) made their visits.  This figure excludes Mt. Kumgang tourists.

   ¡¤ Compared to 8,551 visitors last year, the number of visitor for year 2002 increased 49.9£¥ due to the expansion of inter-Korean cooperation in economic, academic, cultural,  religions, athletics, humanitarian aid and other areas.

   - Among the 1,485 cases of applications involving 3,434 people for contacts with North Koreans, 1,453 cases involving 3,367 people were approved, and 1,981 people  (621 cases)made their contacts.

   ¡¤ The number of applications for inter-Korean contact increased slightly from 1,879 people of last year due to the imprement of inter-korean relations following the inter-korean summit, which led to active contacts in third countries in various areas.

   - The North Koreans who visited South Korea totalled 1,052.  which is the most ever in all years. North korea's  participation in Busan Aisan Games and in the joint celebration of 8.15(Liberation Day) accounted for such high figure.  

   - The Mt. Kumgang Tourism saw 167 cruise tours in 2002 involving a total of 84,347 tourists.

  o The inter-Korean trade reached $641.7million USD which is a 59.2£¥ increase from $402.9milion of last year.

   - Imports reached $271.5 milion, increasing 54.1£¥ from $176,1milion of last year, and exports reached $370.1 milion, increasing 63.2% from $226.7milion

   - Major reasons for the increase in trade are : 1)continued increase inter korean projects, 2) supply of material for railway and road connection to the north and 3)food aid in form of a loan to the north.

  o In the area of inter-Korean economic cooperation 3 case earned cooperation partnership status and 2 cases were approved as cooperation project.

  - On-going cooperation projects in various areas saw more progress, pyeonghwa motors corporation began its production in nampo, and visible progress in cooperation by samsung electronics(software development) and the peace corn foundation took place

  o In the area of socio-cultural cooperation 5 cases earned cooperation partnership status and 7 cases were approved as cooperation project.

   - The number of approval for cooperation project in this area increased by one from 6 cases of last year;  exchanges in athletics, culture, media communication and art were among those projects.

  o In the area of humanitarian aid, the governmental aid of fertilizer as well as corn aid through international organization to the North contributed to relieving the dire food situation in North Korea.  In the private sector side, assistance to the North were diversified to include on-site food production operation for vulnerable groups, technical assistance in agriculture and assistance in medicine; also, the means of delivery were enhanced.

  o On the issue of separated families, in the process of two occasions of exchange visits, 1,635 people have found out the whereabouts of their family members, and altogether 1,724 people from the South and North held reunions with their  families and relatives.  In the Fourth Inter-Korean Red Cross Talks, the two sides agreed to establish a reunion center and in the working-level talks, the two sides discussed details of implementation.  Thus, the institutional framework to resolve the separated family issue has taken shape.

  o In the area of resettling and supporting North Koreans who come to South Korea, following were done to improve the institutional mechanism and to accomodate a growing number of North Koreans coming to the South: i) expansion of resettlement support center (Hanawon)   - construction of additional building  is to be completed in October 2003, ii) establishment of a branch unit of Hanawon in September 2002, iii) intensification of job training and job search support, iv) expansion of cooperation with private sector groups and local organization to help North Koreans become independent.
