NUNN, LUGAR URGE STRONGER POLICY ON NORTH KOREA

Senate Armed Services Committee Chairman Sam Nunn and Senator Richard Lugar, a leading Republican on the Foreign Relations Committee, have suggested that the Clinton administration consider reinforcing South Korea with short-range nuclear weapons if North Korea ignores international sanctions and develops nuclear arms.

In a 15-page report issued February 23, Nunn and Lugar also recommended that the United States push the U.N. Security Council to impose a "graduated series" of economic sanctions against North Korea if the Kim Il-song government fails to allow full inspection of its nuclear facilities by the International Atomic Energy Agency.

If North Korea fails to respond to the graduated economic sanctions, the United States should next reinforce South Korea with such military defenses as the Patriot anti-missile system, the report says.

Further, the report notes, if it is confirmed that North Korea has nuclear weapons, "the reintroduction of short-range nuclear weapons on South Korean territory, as a visible deterrent to a North Korean first-use of nuclear weapons, would clearly have to be considered."

The two senators visited Seoul January 8-11 to discuss North Korea's nuclear program and its implications for the Korean peninsula, the Asia-Pacific region, and global non-proliferation.

The report chides the Clinton administration for not articulating "clear goals and policies on Korea with the kind of continuous, high level, interagency focus demanded by this challenge."

The United States, South Korea and Japan must act "in close concert with one another" in addressing the problem posed by North Korea's nuclear program, the report says. "We must continue to make it clear to North Korea that an attack on South Korea or Japan would be tantamount to an attack on the United States," the report says.
