REPUBLIC OF KOREA TO CO-PRODUCE 120 U.S. JET FIGHTERS

Washington -- The Republic of Korea has asked to buy and co-produce 120 U.S. F-16 jet fighters, the Pentagon announced July 8.

The DoD release said Congress has been officially notified of the arrangement. It would become official in 30 days unless Congress objects. The deal would be worth 3,810 million dollars.

Following is the text of the DoD release:

Congress has been notified of a proposed Letter of Offer from the Government of Korea for the sale, co-assembly and licensed production of 120 F-16C/D aircraft together with 12 spare engines/modules, 20 LANTIRN systems, support and test equipment, software support, spare and repair parts, personnel operational and maintenance training, training equipment, publications and technical documentation, license fees, U.S. Government and contractor technical assistance and other related elements of logistics and program support. This program provides for the procurement, co-assembly and licensed production of 120 aircraft under a three-phase program. In Phase I, 12 FMS aircraft are expected to be delivered from U.S. production in Phase II, 36 FMS "knockdown" kits are expected to be delivered from U.S. production for final assembly in Korea and in Phase III, 72 aircraft are expected to be produced under license in Korea. This final production phase is expected to be supported with 72 ship sets of selected material/components provided by U.S. vendors under commercial arrangements and 72 ship sets of technology sensitive end items provided under FMS procedures. The estimated FMS cost is $2.52 billion.

In support of the F-16C/D FMS sale, co-assembly and licensed production program, there will be commercial contracts to provide technical assistance, production and assembly line equipment/tooling and 72 ship sets of selected material and components. The estimated total value of the U.S. portion of the F-16C/D aircraft program is $3.81 billion.

This sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been

GE 2 EPF113 and continues to be an important force for political stability and economic progress in the Pacific region.

The sale of these aircraft will initiate a multi-year program to modernize and strengthen the Korean Air Force. These F-16C/D aircraft will be utilized primarily in an air defense role and replace aging F-4 and F-5 aircraft now performing the mission. The aircraft will sustain Korean interoperability with U.S. Forces since F-16 aircraft are already in the Korea Air Force inventory. The sale of this equipment and support will not affect the basic military balance in the region.

The prime contractor will be General Dynamics, Fort Worth, Texas. It is estimated that during implementation of this sale a number of U.S. Government personnel and contractor representatives will be assigned to Korea or travel there intermittently during the procurement and production phases. As the program is defined through extensive consultations between U.S. Government/contractor and Korean program representatives, specific numbers and types of qualified personnel for the many areas of this program will be identified.

There will be no adverse impact on U.S. defense readiness as a result of this sale.

The Department of the Air Force will be responsible for all transactions related to this sale.
