INTRO: India is reacting cautiously to Pakistan's
offer of a unilateral reduction of forces along the
India - Pakistan border. The offer was made late
Sunday in an address by General Pervez Musharraf the
new head of Pakistan's military government. VOA's Jim
Teeple reports from New Delhi.

Mishra says the Pakistani offer of a troop withdrawal
has little meaning because it does not involve
Pakistani troops along the line of control dividing
the disputed Kashmir region. Mr. Mishra says Pakistan
should instead stop aiding Islamic militants fighting
in Kashmir.

India and Pakistan stepped up troop strength along
their common border earlier this year when both
countries came close to war after infiltrators entered
