During talks with the visiting US delegation on July 22, 1998, Pakistan is believed to have indicated flexibility on the CTBT and NPT provided the US agrees to lift the sanctions and provide substantial economic support to Pakistan. The US has asked Pakistan to give a time frame for signing the CTBT. Talks extended to on July 23, 1998. (News). Pak-US talks remained inconclusive, final session will be held on July 23, 1998. (Nation/N.Waqt). Talbott meets the Prime Minister, COAS and Foreign Minister. (Pak.Observer). Talbott urged the need to sign CTBT; the Prime Minister on the occasion said, no agreement would be signed sans solid assurances. (Al-Akhbar). It is the stance of the leadership of political and Armed Forces that Pakistan should rejects US offers for signing he CTBT; Kashmir issue should be got resolved first. (Jang). Talbott mission has failed; US agenda has been rejected. (Asas). Pakistani political and army leadership have refused to sign CTBT without solving Kashmir dispute. (Khabrain).

US Minister of State for Foreign Affairs during his meeting with the Prime Minister and other Pakistani officials has cleared upon them that Bill Clinton's visit to Pakistan is only possible when Pakistan signs CTBT; Pakistan has in return responded that we are ready to sign but we have certain compulsions. Russian and Chinese Foreign Ministers have urged India and Pakistan to sign CTBT. (News/F.Post/AFP/Muslim).

American officials in Washington have expressed 'satisfaction' over the talks between Pakistan and the US in Islamabad; hinted at early end of sanctions; US will not interfere in IMF affairs to block instalments to Pakistan. Us Secretary of State Albright has once again highlighted that she is fully convinced that Kashmir is the core issue of contention between Pakistan and India, reports Indian daily "The Pioneer". Agha Shahi says, signing of CTBT before India does so means accepting non-nuclear status; France severally offered to Pakistan re-processing plant but the government refused to accept it despite recommendations of the Foreign Office. (Al-Akhbar/NNI).

The COAS told the US team that under the prevailing security conditions, especially in view of Indian military and nuclear build-ups, it was very difficult for Pakistan to make any move on the issues like CTBT, NPT. (Muslim).

Pakistan is likely to get augmented financial assistance from the IMF following successful behind the-scene diplomatic maneouvering between Pakistan and the U.S (Nation).

The Clinton Administration support resumed talks between the IMF and Pakistan, US Treasury and state Department officials say. Sartaj Aziz has clamed that IMF has decided in principal to restore aid to Pakistan. The formal announcement in this regard is expected shortly. (News).

Sartaj Aziz in a special interview with Indian TV says, America's decision, not to become a hurdle in the way of IMF and Pakistan is a good omen. (Al-Akhbar/KPI). IMF has decided in principal to restore aid to Pakistan; we welcome the decision, other countries and international institutions will also provide aid to Pakistan.(Jang).

The current $1.6 billion IMF aid package to Pakistan has been suspended and will have to be renegotiated with possible more stringent condition, senior official of the Clinton Administration told newsmen in a special briefing. (Nation).
