I am here to attend the meeting of the Security Council, you know that our country is completely involve to stop the attacks of Kadhafi regime against civilian populations, especially on Benghazi, it’s a question of days and maybe of hours and so I hope that in a few hours the Security Council will pass the resolution we have prepared with our allies, especially with the British and also with the Lebanese delegation. It’s very important to have the Arabs countries involved in such an operation. Do you have a few questions?

Q. Do you expect a strike tomorrow against Kadhafi regime, time is running out?

The first step is the adoption of the resolution and then we will see that with our partners and we are preparing the following decisions.

Q. Est-ce que vous savez si la France participera à des frappes sur la Libye si la résolution est votée ce soir ?

La France est disponible, avec d’autres, pour mettre en œuvre la résolution du Conseil de Sécurité y compris dans ce domaine. Vous savez que nous travaillons main dans la main avec nos amis britanniques, nous sommes aussi en liaison avec des pays arabes. Il est très important qu’il y ait des pays arabes dans l’intervention quand elle aura lieu, ainsi que nos amis américains également, mais vous comprendrez que je ne vous en dise pas plus à ce stade.

Q. What commitments do you have from Arab nations to take part in either no fly zone or air strikes? Can you name some?

The Arab League expressed its position last week and the League supports the idea of a no fly zone and we have good reasons to think that some Arab countries will participate in the implementation of the resolution.

Q. Est-ce qu’il pourrait y avoir des frappes aériennes dans les heures qui viennent ?

Ne me demandez pas d’anticiper sur tout cela, la résolution, je l’espère, sera votée à 18 heures. Il va de soi que, compte tenu de l’urgence de la situation sur le terrain, elle doit être mise en œuvre rapidement. Mais je ne vous en dirais pas plus pour des raisons évidentes. Voila.

Q. This phrase « excluding an occupation force », does this totally exclude any boots on the ground by outside forces?

For us and for the resolution as it is prepared, it’s no question to have people on the ground in Libya.
