
Japan-U.S.-ROK Foreign Ministers' Meeting

On September 22, commencing at 4:05 p.m. (local time, on September 23, 5:05 a.m. Japan time), for approximately 45 minutes, H.E. IWAYA Takeshi, Minister for Foreign Affairs of Japan, visiting the U.S. (New York), held a Japan-U.S.-Republic of Korea (ROK) Foreign Ministers' Meeting with the Honorable Marco Rubio, Secretary of State of the United States of America, and H.E. Cho Hyun, Minister of Foreign Affairs of the ROK. The overview of the meeting is as follows.
After the meeting, the Japan-U.S.-ROK Trilateral Joint Statement was released.
- The three Ministers reaffirmed that, in light of the increasingly severe strategic environment that the three countries face, it remains important to strengthen the solidarity among the three countries, uphold a free and open international order based on the rule of law, and continue to show the robust Japan-U.S. and U.S.-ROK alliances as well as the strategic coordination of these alliances. Also, they welcomed that action-oriented discussions among the three countries contributed to tangible trilateral efforts, and in particular, reaffirmed that they would further advance their coordination on North Korea and cooperation in areas such as security and economic security.
- In particular, the three Ministers discussed the growing threats posed by North Korea, and affirmed that they would further strengthen communication among the three countries at all levels. Specifically, they expressed their serious concerns over North Korea's nuclear and missile development, and reaffirmed their commitment toward the complete denuclearization of North Korea in accordance with the United Nations Security Council resolutions. They also reaffirmed that they would work closely together on issues such as the advancement of Russia-North Korea military cooperation and North Korea's malicious cyber activities including cryptocurrency thefts, which fund its nuclear and missile programs. In this regard, they welcomed the Japan-U.S.-ROK Trilateral Diplomatic Working Group on North Korea's Cyber Threats in August and the advancement of trilateral efforts against North Korean IT workers. Furthermore, Foreign Minister Iwaya expressed his appreciation for the consistent support from the governments of the U.S. and the ROK regarding the abductions issue.
- Furthermore, the three Ministers exchanged their views on regional situations, including unilateral attempts to change the status quo by force or coercion, and reaffirmed that the three countries would work closely together. In addition, they also exchanged their views on economic security, such as enhancing supply chain resilience, including on critical minerals, and protecting and promoting critical and emerging technologies, including quantum and Artificial Intelligence (AI). They reaffirmed that they would work closely together in these fields.
