China's Foreign Ministry on Monday announced a decision to impose countermeasures against Shi Ping, a member of Japan's National Diet also known by the name Seki Hei, who has deliberately unleashed disinformation and vilification against China, by making egregiously nefarious comments on Taiwan, Diaoyu Dao, historic issues, Xizang, Xinjiang and Hong Kong, and visited and paid respect to Yasukuni Shrine. These actions seriously violated the principles of the four political documents between China and Japan and the one-China principle, constituted grave interference in China's internal affairs, and undermined China's sovereignty and territorial integrity.
Countermeasures include freezing movable and immovable properties and other types of assets within the territory of China; prohibition of organizations and individuals within the territory of China from engaging in transactions, cooperation, and other activities with him; and denial of visa issuance and entry into China (including Hong Kong and Macao) for him and his immediate family members. The decision takes effect on Monday, according to a release from the Foreign Ministry.
According to Japanese media, Shi was born in Southwest China's Sichuan Province in 1962. He came to Japan in 1988 and became a Japanese citizen in 2007. A report from Japanese media outlet The Mainichi on Monday noted that Shi, a House of Councilors member of the opposition Japan Innovation Party, won a seat in the upper house in July under the opposition party's proportional representation list.
At a press briefing on Monday, Chinese Foreign Ministry spokesperson Lin Jian said Shi used to be a Chinese national. After he obtained Japanese nationality in Japan, he joined those who are anti-China in Japan and has deliberately unleashed disinformation and vilification against China.
Lin pointed out that Shi Ping, for his selfish agenda, has betrayed his ancestors and conscience by joining anti-China forces in making provocations and troubles. China's countermeasures are aimed to warn and hold to account Shi Ping and his kind. There are consequences for such dishonorable deeds, said Lin.
Despite being born in China, Shi has long styled himself as a leading anti-China figure, and is notorious for his malicious rhetoric and actions. By pandering to Japan's right-wing forces, he has undermined China-Japan relations and damaged the friendship between the two peoples. Imposing sanctions on such a notorious provocateur is not only necessary but also widely welcomed, Lü Chao, an expert at the Liaoning Academy of Social Sciences, told the Global Times on Monday.
This is the first time China has sanctioned a Japanese lawmaker, sending a clear message that China will not tolerate interference in its internal affairs by any foreign politician. Regardless of their identity or background, they will face firm and powerful countermeasures, said the expert.
A Bloomberg report on Monday also noted that China's countermeasures against Shi are "a first" for Japan.
Lü said the sanctions on Shi send a clear warning to anti-China forces in Japan: any similar provocations will meet China's firm response. With Japan's far-right forces becoming more aggressive and anti-China rhetoric rising, China's move is a necessary and timely step - a forceful counter to right-wing provocations and a measure to safeguard the broader stability of China-Japan relations.
