Pursuant to the directive of Prime Minister Benjamin Netanyahu, the PMO Director General presented the council heads with the 'Northward' plan - an extensive strategic plan for the reconstruction and development of the northern confrontation line communities.
The plan, which will be submitted for Government approval, was formulated by the PMO in conjunction with all Government ministries. The plan includes a range of responses and assistance options, in both the short- and long-term, which will address the various urgent issues that the confrontation line communities have been dealing with since the outbreak of the war.
During the meeting, PMO Director General Shelly heard from the council heads about their various needs in order to optimize the points of the decision.
The plan has four short-term focus points: Security and community cohesion; society, community and the individual; agriculture, economy and employment; and strengthening municipal capabilities.
A multi-year strategic outline has also been formulated in order to anchor the commitment of the Government of Israel to rebuilding, strengthening and developing the north. The outline is expected to include - inter alia - the establishment of a university in Kiryat Shemona, increasing subsidies for development expenditures, establishing a CMO authority for food technologies (agro-foodtech), the development of regional infrastructure, urban renewal planning, upgrading education services for residents and promoting excellence.
PMO Director General Yossi Shelly to the council heads:
"I would like to thank the Finance Minister and the Interior Minister for formulating the budgetary support, as well as the council heads for the working meeting that was held today ahead of the formulation of the short- and long-term plan. The decision being formulated will be budgeted for approximately NIS 6.5 billion, for reconstruction and development for 2024-2028. The PMO will also move part of the staff work to the north."
